The Loaned Executive Program is a special opportunity (unpaid) for executive-level private sector talent to share their expertise with DHS. The Department works with the private sector on innovative solutions to our homeland security challenges through the Program. Homeland Security is looking for the nation’s top executives and industry experts to partner with us as we strive to solve problems, improve processes, and fully realize our mission. Loaned executives make a meaningful difference by protecting our nation.
Loaned executives serve a maximum of one year as an unpaid employee of the Department.
Eligible candidates must:
- Be a U.S. citizen.
- Serve in a current senior-level operational management or related position, with a track record of building support for and influencing policy decisions as well as deploying sustainable risk, mitigation and resiliency capabilities.
- Have extensive private sector leadership experience in identifying and screening personnel in functional areas related to risk assessment, mitigation/preparedness and incident response.
- Undergo and successfully complete a background investigation for determination of suitability for federal employment. Each position description will identify the requisite clearance level.
- Submit a Confidential Financial Disclosure Report (OGE Form 450).
Initial appointments are made for a period of at least three months and no more than one year. The loaned executive may be reappointed for additional periods with the total appointment not to exceed two years. Candidates will complete an orientation and training program before their assignment begins.
The loaned executive assignments are hosted by DHS components and responsibilities may vary. Executives will:
- Serve as a subject matter expert and senior advisor to DHS leadership.
- Evaluate and provide assessments on existing policies, procedures, and training.
- Provide guidance on the public-private partnership model and implementation of strategies designed to improve private sector engagement.

Complex problems can require specialized skill sets—loaned executives can provide knowledge that may be difficult or impossible to recruit through other means.

Participants will help refine the program for future experts based on their identification of homeland security challenges and individual experience during their program tenure.

Private sector representatives can provide “fresh eyes” on old problems, giving government another lens to view challenges—and overcome them.
Receive Public Recognition
Through national press releases, published by both DHS and your company, our combined stakeholders will be made aware of private sector contributions to the Department.
Salaries and expenses are to be paid by the private sector employers. The loaned executive will report to the office of their respective DHS component in the National Capital Region (Washington, DC).
