  • Environmental Justice Annual Implementation Report for Fiscal Year 2021

    Executive Order (EO) 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, requires federal agencies to identify and address, as appropriate, “disproportionately high and adverse human health or environmental effects of its programs, policies, and activities on minority populations and low-income populations.” The U.S. Environmental Protection Agency (EPA) currently defines environmental justice as “the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. These goals will be achieved when everyone enjoys the same degree of protection from environmental and health hazards and equal access to the decision-making process in order to have a healthy environment in which to live, learn, and work.”

  • FINAL Environmental Assessment for Counter-Unmanned Aircraft Systems Testing at Multiple Sites

    The U.S. Department of Homeland Security (DHS) Science & Technology Directorate (S&T) proposes to test C-UAS capabilities to detect, track, identify, and mitigate (DTI-M) small unmanned aircraft systems (sUAS). Five geographical testing areas are being considered in this Environmental Assessment (EA): Niagara Falls and Buffalo, New York; the greater Philadelphia, Pennsylvania area; Northeastern West Virginia; National Capital Region (NCR), Washington, D.C.; and Richmond, Virginia.

DHS is preparing a Programmatic Environmental Assessment to evaluate the potential impacts associated with the Proposed Action pursuant to the National Environmental Policy Act of 1969 (NEPA; 42 United States Code §§ 4321 et seq.); the White House Council on Environmental Quality Regulations Implementing the Procedural Provisions of NEPA (40 Code of Federal Regulations Parts 1500-1508); and DHS Management Directive 023-01, rev. 01 Implementation of the NEPA.
