5,"DHS MGMT - Approximately $2.5M of DHS ARRA funds transferred to GSA National Capital Region (NCR) via Reimbursable Work Authorization (RWA) were lost on October 1, 2011. GSA Federal Acquisition Service (FAS) awarded two service contracts for Information Technology Inspection, Verification & Validation (IV&V) and IT Program Management Office (PMO) support. GSA FAS reclassified these two contracts as “severable services” and restricted the period of performance to September 30, 2011 without consulting or informing DHS. GSA will make DHS whole by replacing the lost ARRA funds through reimbursement of GSA fees originally paid by DHS. GSA FAS awarded multiple BPA contracts for Group 2 (non-systems furniture) on September 30, 2011. A task order for USCG Headquarters outfitting was also awarded. ARRA funds retained by DHS for execution have been fully expended. The USCG Headquarters construction continues with excavations of the shallow pond between North/middle fingers, lower level 4 mat slab, and cutting lower level 8 courtyard south side to sub grade under walkways for footings. Concrete work continues: 3500 cubic yards placed this week/156,500 to date; DHS Operations Centers - Framing/casting perimeter/buttress walls, Framing Deck B1-B0; HQ Building 1 - Retaining wall remedial work and continuing retaining wall. Masonry work continues with brick installation on Building 1C, Concrete Masonry Unit installation for stairwells, mechanical, electrical rooms, air shafts P3/P4 and curtain wall at lower level 6. On the Phase 1B Renovation of 6 historic buildings for Adaptive Reuse, the contractor started lead abatement of roof cornice/window openings and completed foundation parging for Building 31 (Credit Union/Coast Guard Historian). Buildings 33/34 (Dining Hall/Kitchen) – Casted 2/3 of Building 33’s Dining Hall floor slab, started installation of Building 34’s new basement lintels/1st floor beam pockets and brick re-pointing. Building 37 (Auditorium) – Completed demolition of South side elevator, started/completed North Stage rough in for under basement slab mechanical, electrical and plumbing systems and prepped/poured North elevator pit.","DHS MGMT - GSA continues to evaluate contract options and rescheduled the award of the DHS Operations Centers Block A interior fit-out contract for some time in October 2011.
