GSA Federal Acquisition Service (FAS) awarded two service contracts for Information Technology Inspection, Verification & Validation (IV&V) and IT Program Management Office (PMO) support. GSA FAS reclassified these two contracts as “severable services” and restricted the period of performance to September 30, 2011 without consulting or informing DHS. GSA will make DHS whole by replacing the lost ARRA funds through reimbursement of GSA fees originally paid by DHS. GSA FAS awarded multiple BPA contracts for Group 2 (non-systems furniture) on September 30, 2011. A task order for USCG Headquarters outfitting was also awarded. ARRA funds retained by DHS for execution have been fully expended. The USCG Headquarters construction continues with excavations of the shallow pond between North/middle fingers, lower level 4 mat slab, and cutting lower level 8 courtyard south side to sub grade under walkways for footings.
