Kristie Canegallo

Acting Deputy Secretary / Chief of Staff, DHS

Kristie Canegallo is the Chief of Staff and Acting Secretary at the Department of Homeland Security. Prior to joining DHS, Canegallo was Google’s Vice President of Trust & Safety from 2018-2021. From 2005 through 2017, Canegallo served in a range of domestic policy, national security, and management roles in the Bush and Obama-Biden Administrations, concluding as Assistant to the President and Deputy Chief of Staff for Implementation from 2014-2017. Prior to that, she worked at the Department of Defense as a civilian, including in Iraq and Afghanistan. Canegallo holds a M.A. from Johns Hopkins School of Advanced International Studies and a B.A. from Colgate University and was born in Springfield, MA.

Sandra Joyce

Executive Vice President of Global Intelligence, Mandiant

As EVP and Head of Global Intelligence at Mandiant, Sandra Joyce oversees intelligence collection, research, analysis, and support services for threat intelligence customers and the Mandiant security product portfolio. Joyce has held positions in product management, business development, and intelligence research over the course of over 23 years in both national security and commercial industry. Joyce serves in the U.S. Air Force Reserve and is a faculty member at the National Intelligence University. She completed her MBA at MIT and holds a bachelor’s degree in German with four master’s degrees in cyber-policy, international affairs, science and technology intelligence, and military operational art and science. Joyce speaks English, Spanish, and German and lives in Virginia.

Jen Easterly (Facilitator)

Director, Cybersecurity and Infrastructure Security Agency

Jen Easterly is the Director of the Cybersecurity and Infrastructure Security Agency (CISA). As Director, Jen leads CISA’s efforts to understand, manage, and reduce risk to the cyber and physical infrastructure Americans rely on every day. Before serving in her current role, Jen was the head of Firm Resilience at Morgan Stanley, where she helped build and served as the first Global Head of Morgan Stanley’s Cybersecurity Fusion Center. Jen has a long tradition of public service, to include two tours at the White House, most recently as Special Assistant to President Obama and Senior Director for Counterterrorism. Jen is a distinguished graduate of the United States Military Academy at West Point, and studied as a Rhodes Scholar at the University of Oxford.

Col. Luis Edgardo Huaman Santamaría

Head of the High Technology Crimes Division of the Criminal Investigation Directorate, National Police, Peru

Col. Luis Huamán Santa María is the Head of the Criminal Investigation Directorate of the National Police of Peru. In his capacity, he oversees efforts to investigate, deter and combat transnational organized crimes which are committed using information and communication technology. He has previously served in the Criminal Investigation Directorate as Head of the Division of Fraud Crimes. Additionally, Col. Santamaria taught Criminal Legislation and Computer Crimes courses as a professor at the School of Criminal Investigation.

Col. Luis Huamán Santa María is the Head of the Criminal Investigation Directorate of the National Police of Peru. In his capacity, he oversees efforts to investigate, deter and combat transnational organized crimes which are committed using information and communication technology. He has previously served in the Criminal Investigation Directorate as Head of the Division of Fraud Crimes. Additionally, Col. Santamaria taught Criminal Legislation and Computer Crimes courses as a professor at the School of Criminal Investigation.

Carlos Leonardo

Incident Response Director, National Cybersecurity Center of the Dominican Republic

Carlos Leonardo is the National Director of Response to Cyber Incidents of the National Cybersecurity Center of the Ministry of the Presidency. In recent years he has led and managed robust platform and solution implementation projects in the Dominican Republic in both the public and private sectors. In the legislative and regulatory framework of cybersecurity and cybercrime, Carlos Leonardo has been part of numerous technical commissions for the creation of the National Cybersecurity Strategy and the establishment of the National Cybersecurity Center. Carlos is additionally Dean of the Faculty of Engineering and Technology from the Universidad del Caribe.

Colin MacSween

Director General, National Cyber Security in the Department of Public Safety, Canada

Colin MacSween is the Associate Deputy Minister in the Canadian Department of Public Safety. He has previously worked with the Department of National Defence, the Canada Border Services Agency, and the Canadian Security Intelligence Service. Colin holds a Master of Public Administration from Dalhousie University.

Linda Fagan

Commandant, United States Coast Guard

As Commandant, Linda Fagan oversees all global Coast Guard operations and 42,000 active-duty, 7,000 reserve, and 8,700 civilian personnel, as well as the support of 21,000 Coast Guard Auxiliary volunteers. She previously served as the 32nd Vice Commandant. Admiral Fagan has worked with both the International Maritime Organization and International Labor Organization on flag state and port state issues. This work includes the development of the International Ship and Port Security Code (ISPS), and the Consolidated Maritime Labor Convention. Admiral Fagan holds a Bachelor of Science in Marine Science degree from the U.S. Coast Guard Academy, a Master of Science in Marine Affairs degree from the University of Washington, and a Master in National Resource Strategy degree from the Industrial College of the Armed Forces.

David Pekoske (Facilitator)

Administrator, Transportation Security Agency

David Pekoske has served as the Administrator of the Transportation Security Agency since August 2017 and leads a workforce of over 60,000 employees and is responsible for security operations at nearly 440 airports throughout the United States, as well as highways, railroads, mass transit systems and pipelines. He was also a commissioner on the Cyberspace Solarium Commission that developed a consensus on a strategic approach to defending the United States in cyberspace against attacks of significant consequence. Pekoske holds a Master of Business Administration from the Massachusetts Institute of Technology, a Master of Public Administration from Columbia University and a Bachelor of Science from the U.S. Coast Guard Academy.

The Honourable Wayne Roosevelt Munroe, K.C., M.P.

Minister of National Security, Bahamas

Mr. Wayne Roosevelt Munroe prior to being elected to parliament in September, 2021 was the principal (now inactive) in the firm of Munroe and Associates. He is a noted civil litigator in The Bahamas and was known for his innovative approaches to litigation. He has appeared in all courts of The Bahamas including the Judicial Committee of Her Majesty’s Privy Council which serves as the final appellate court for The Bahamas. The Honourable Wayne R. Munroe now serves as the Minister of National Security in the Davis Administration. He is a member of the Bar of England and Wales having been admitted as a member of the Utter Bar by the Honourable Society of the Inner Temple in July, 1990. He is also a member of The Bahamas Bar having been admitted in August, 1990. He was appointed one of Her Majesty’s Counsel learned in the law by Letters Patent on the 8th day of January, 2015.

Nidia White

Head of Cybersecurity, Ministry of Public Security, Panama

Since 2020, Ms. White has held the position of Head of the Cybersecurity Department in the Ministry of Security of Panama. In this position, she has led and overseen several key roles related to digital security, contributing significantly to the country's cyber defense. Prior to assuming her role at the Ministry of Security, she worked as an Advanced Support Engineer and Telecommunications Consultant. In addition, she has certifications as an ISO 27001 and 22301 internal auditor, demonstrating her commitment to the highest standards of security and information management. Additionally, Nidia White previously played a key role as Operational Management Coordinator for Telecarrier, a leading Panamanian telecommunications company.

Robert Silvers

Under Secretary for Strategy, Policy, and Plans, DHS

Robert Silvers was confirmed by the Senate as the Under Secretary for Strategy, Policy, and Plans on August 5, 2021. He is responsible for driving policy and implementation plans across all of DHS’s missions, including counterterrorism; cybersecurity, infrastructure security, and resilience; border security and immigration; international affairs; and trade and economic security. Mr. Silvers previously served in the Department of Homeland Security during the Obama-Biden Administration as Assistant Secretary for Cyber Policy. Mr. Silvers also previously served as DHS’s Deputy Chief of Staff, managing execution of policy and operational priorities across the entire Department. Mr. Silvers holds a J.D. from New York University School of Law and a B.A. from the University of Pennsylvania. He taught as an adjunct professor in the M.S. in Cybersecurity Risk and Strategy Program co-offered by the NYU Law School and NYU Tandon School of Engineering.

Christopher Roberti

Senior Vice President for Cyber, Space, and National Security Policy, U.S. Chamber of Commerce

Christopher D. Roberti is senior vice president for Cyber, Space, and National Security Policy at the U.S. Chamber of Commerce. In this role he leads the Chamber’s national security advocacy on high-profile policy issues, influencing legislation and regulation at federal, state, and local levels. Before joining the Chamber, Roberti served for nearly a decade in the federal government in the national security arena, with much of his work overseas. Roberti also serves on the board of directors of the National Cryptologic Foundation, where he chairs the nominating and governance committee. Roberti earned a J.D. degree from the Northwestern University Pritzker School of Law and received B.A. degrees from the University of Illinois in political science and German.

Eric Goldstein (Facilitator)

Executive Assistant Director for Cybersecurity, CISA

Eric Goldstein serves as the Executive Assistant Director for Cybersecurity for the Cybersecurity and Infrastructure Security Agency (CISA). In this role, Goldstein leads CISA’s mission to protect and strengthen federal civilian agencies and the nation’s critical infrastructure against cyber threats. Previously, Goldstein was the Head of Cybersecurity Policy, Strategy, and Regulation at Goldman Sachs, where he led a global team to improve and mature the firm’s cybersecurity risk management program. He served at CISA’s precursor agency, the National Protection and Programs Directorate, from 2013 to 2017 in various roles. He is a graduate of the University of Illinois at Urbana-Champaign, the Georgetown University School of Public Policy, and Georgetown University Law Center.

Shannon Kellogg

Vice President of Public Policy, Amazon Web Services

Shannon Kellogg is Vice President of Public Policy at Amazon, where he leads the company’s public policy efforts in support of the Amazon Web Services (AWS) business in the Americas. Prior to joining Amazon in October 2012, Kellogg was Senior Director of Government Affairs for EMC Corporation. During his nine-year tenure, Kellogg also served as Director of Information Security Policy and Director of Global Government and Industry Affairs. He currently serves as a Board Member of the Information Technology and Innovation Foundation (ITIF), is a Board Member of the American Council on Renewable Energy (ACORE), and is a Board Member of the Data Center Coalition (DCC). Kellogg received his Master of Arts in International Transactions from the George Mason University School of Public Policy in Virginia, and his Bachelor of Arts in Journalism and English from Park University in Missouri.

René Fabricio Quintanilla Gómez

Director of Development and Innovation, El Salvador

Director Quintanilla currently serves as the Director of Development and Innovation for the Ministry of Justice and Public Security. He has over 20 years of combined experience in Information Technology, software engineering and security. The director has previously worked as Chief Data Officer for the Superintendent of the Financial System of San Salvador, Analytics Architect for Banco Azul of El Salvador, and he has also held notable roles in software and IT consulting as well as e-commerce. Director Quintanilla holds degrees from Costa Rica Technological Institute, the EUDE Business School, the University of El Salvador, and the Massachusetts Institute of Technology (MIT).

Alissa Starzak

Vice President and Global Head of Public Policy

Alissa Starzak is the Vice President and Global Head of Public Policy at Cloudflare, a security, performance, and reliability company that is on a mission to help build a better Internet. Prior to joining Cloudflare, Starzak served as the 21st General Counsel of the Department of the Army, after confirmation by the Senate. Before her appointment as Army General Counsel, Starzak also served in a variety of other national security positions, including at the U.S. Department of Defense and as Counsel to the Senate Select Committee on Intelligence, and in private practice.

Phil Venables

Chief Information Security Officer, Google

Phil is the Chief Information Security Officer of Google Cloud where he leads the risk, security, compliance, and privacy teams. Before joining Google, he was a Partner at Goldman Sachs where he held multiple roles over a long career, initially as their first Chief Information Security Officer, a role he held for 17 years. In subsequent roles, Phil was Chief Operational Risk Officer, an operating partner in their private equity business, and a Board Director of Goldman Sachs Bank. Outside of Google, Phil is a member of the President’s Council of Advisors on Science and Technology, serves on the boards of the NYU School of Engineering, the NYU Volatility and Risk Institute, the NIST ISPAB, and is a member of the Council on Foreign Relations.

Amit Yoran

Chairman and CEO, Tenable

Amit Yoran leads Tenable in its vision to empower organizations to understand and reduce their cybersecurity risk. Amit brings a unique blend of leadership in the private and public sectors to Tenable. He previously served as RSA’s president, spearheading its transformation into one of the most successful global security companies. Previously, Amit served as founding director of the United States Computer Emergency Readiness Team (US-CERT) program in the U.S. Department of Homeland Security. He is recognized as a security industry thought-leader and influencer, and is often sought out for industry events and in the media to provide expert commentary on his vision for cybersecurity’s future.

Chris Boyer

Vice President of Global Security and Technology Policy, AT&T Services, Inc.

Chris Boyer is Vice President of Global Security and Technology Policy at AT&T Services, Inc., where he is responsible for the company's global policy positions related to cybersecurity and technology policy.  Mr.  Boyer is also responsible for AT&T's policy engagements with several Federal agencies including the Cybersecurity and Infrastructure Security Agency (CISA).  He is the former Chairman of the Information Security and Privacy Advisory Board (ISPAB), a Federal advisory committee responsible for identifying emerging issues related to information security and privacy for Federal agencies. In his over 25-year career with AT&T, Mr. Boyer has performed a variety of positions in the company's corporate public policy, network planning and engineering, product marketing and network services departments.

Alaina Clark (Facilitator)

Assistant Director for Stakeholder Engagement, CISA

Alaina Clark is the Assistant Director for Stakeholder Engagement at the Cybersecurity and Infrastructure Security Agency (CISA), overseeing the agency’s national and international partnerships and stakeholder outreach programs while directing efforts for shared engagement information and coordination that supports CISA’s unified mission delivery. Prior to her work with CISA, Ms. Clark served as the Deputy Assistant Secretary for Intergovernmental Affairs (IGA) for DHS. Ms. Clark holds a bachelor’s degree in international studies from Dickinson College, and a master’s degree in government with a concentration in homeland security from Johns Hopkins University.

Rudy Brioche

Vice President for Global Public Policy and Policy Counsel, Comcast Corporation

Rudy N. Brioché serves as Vice President for Global Public Policy and Policy Counsel for Comcast Corporation. In this role he focuses on the development of the company’s public policy positions and legislative analysis. Prior to joining Comcast, Rudy served as Legal Advisor to Commissioner Jonathan S. Adelstein at the Federal Communications Commission and Legislative Counsel to U.S. Senator Frank Lautenberg (D-NJ). In these roles, he focused on media and broadband policy. Rudy received a B.A. from Rutgers College, a J.D. from the University of Maryland, and an M.A. in Public Policy from Harvard Kennedy School.

Gezer Molina

Director of Cyber Security, Costa Rica

Gezer Molina is the Director of Cyber Security in the Ministry of Science, Innovation, Technology, and Telecommunications of Costa Rica. Previously, he was a professor of cybersecurity at the Technological Institute of Costa Rica. Additionally, he served as Head of Information Security for Costa Rica’s judicial branch for over five years.

Pat Opet

Chief Information Security Officer, JP Morgan Chase

Patrick Opet is Managing Director and Global Head of Architecture and Engineering for Cybersecurity & Technology Controls at JPMorgan Chase responsible for the technology strategy, design, development, delivery, and effectiveness of the firm’s defensive systems and technology controls. He is a member of the Cybersecurity & Technology Controls Operating Committee as well as the Global Technology Architecture Committee. Additionally, Patrick is the Cybersecurity & Technology Controls lead for the firm’s Global Technology Infrastructure organization. Patrick is an experienced security leader and engineer, skilled in leading large global organizations through technology transformation. Prior to JPMorgan Chase, Patrick was at Lockheed Martin where he held positions leading product development and research, complex systems delivery, and global security transformation programs.

General Ivan de Sousa Correa Filho

Executive Secretary for the Institutional Security Bureau, Brazil

General Ivan de Sousa Correa Filho currently serves as the Executive Secretary for the Institutional Security Bureau in Brazil. He holds an accomplished military career, having joined the Army as a graduate of the Army Cadet Preparatory Academy, and going on to serve as Commander of the 1st Electronic Warfare Company, Chief of Staff of the Cyber Defense Command, and Head of the Cyber Defense Center. In recognition of his achievement, he is the recipient of numerous domestic and international awards.

Kemba Walden

National Cyber Director (Acting)

Kemba Walden is the Acting National Cyber Director in the Office of the National Cyber Director. Kemba served as the inaugural Principal Deputy National Cyber Director for eight months, during which she co-led the organization, overseeing the development and growth of the office. Previously, she served as Assistant General Counsel in Microsoft’s Digital Crime Unit, and spent a decade in government service at the Department of Homeland Security in various roles. Kemba received her J.D. from Georgetown University Law Center, her Master’s in Public Affairs from Princeton University’s School of Public and International Affairs, and her B.A. in Political Science from Hampton University.

Alejandro Mayorkas

Secretary of Homeland Security

Alejandro Mayorkas was sworn in as Secretary of the Department of Homeland Security by President Biden on February 2, 2021. A political refugee born in Havana, Cuba, Mayorkas is the first Latino and immigrant confirmed to serve as Secretary of Homeland Security. He has led a distinguished 30-year career as a law enforcement official and a nationally recognized lawyer in the private sector. Mayorkas served as the Deputy Secretary of the U.S. Department of Homeland Security from 2013 to 2016, and as the Director of U.S. Citizenship and Immigration Services from 2009 to 2013. Mayorkas began his government service in the Department of Justice, where he served as an Assistant United States Attorney in the Central District of California. After nearly nine years as a federal prosecutor, he became the youngest United States Attorney in the nation, overseeing prosecutions of national significance. Mayorkas received his bachelor’s degree with distinction from the University of California at Berkeley and a law degree from Loyola Law School.

David Sanger

White House and National Security Correspondent, New York Times

David E. Sanger is a White House and national security correspondent, and a senior writer. In a 38-year reporting career for The New York Times, he has been on three teams that have won Pulitzer Prizes, most recently in 2017 for international reporting. Pedro Janices

Director of Cybercrime Investigations, Argentina

Director Janices has an extensive multi-decade career in public service, most recently as the Director of Cybercrime Investigation and Head of the Cybersecurity and Cybercrime Investigation Strengthening Program under the Ministry of Security. He previously worked in notable roles including the National Director (and creator) of the Cybersecurity and Protection of Critical Information Infrastructures program, National Director of Information Technologies, and Director of Technology and Security at both the Ministry of the Interior and Ministry of Justice, Security, and Human Rights (respectively).

Sami Khoury

Director of the Centre for Cyber Security, Canada

Sami Khoury is the Head of the Canadian Centre for Cyber Security (the Cyber Centre). The Cyber Centre is the single unified source of expert advice, guidance, services and support on cyber security for government, critical infrastructure owners and operations, the private sector and the Canadian public. Sami began his career at the Communications Security Establishment (CSE) in 1992 as a research engineer exploring the impact of emerging multimedia communications technologies. He held various management positions and leadership roles at CSE, including Director General Capabilities Development and more recently as Deputy Chief (ADM) for Enterprise Technologies and Solutions.

Patrick McElwain

Deputy Executive Associate Director of Homeland Security Investigations

Patrick McElwain serves as the Deputy Executive Associate Director of Homeland Security Investigations (HSI) at U.S. Immigration and Customs Enforcement (ICE). Previously, he served as the Deputy Assistant Director for the Counter Proliferations Program Unit, and the Director of the Export Enforcement Coordination Center. In 1997, Patrick began his career with the United States Customs Service in Laredo, Texas, as a special agent. From 2008 to 2012, he served as a Supervisory Special Agent and as Assistant Special Agent in Charge in HSI Houston. In 2012, Patrick was selected for the role as Associate Deputy Assistant Director at Domestic Operations in Washington, D.C. Patrick graduated with a Bachelor of Science in Political Science from James Madison University.

David Smith (Facilitator)

Assistant Director of the Office of Investigations

David M. Smith is a senior executive and special agent currently serving as the 28th assistant director of the Office of Investigations, where he leads the agency’s global investigative mission, comprising 161 offices and over 3,000 employees. With more than 20 years of public service experience, Mr. Smith began his career in 2001 as a special agent assigned to the San Francisco Field Office. Mr. Smith was responsible for overseeing and coordinating the protection of a leading Presidential candidate during the 2016 Presidential campaign. A native of Miami, Florida with roots in Georgia, Mr. Smith earned a Bachelor of Science in Criminal Justice and a Master of Public Administration degrees from the University of Central Florida.

Bryan Vorndran

Assistant Director of the Cyber Division

Bryan A. Vorndran was named assistant director of the FBI’s Cyber Division in March 2021. Mr. Vorndran had most recently served as the special agent in charge of the New Orleans Field Office. Mr. Vorndran joined the FBI as a special agent in 2003. In 2008, he spent five months as part of the International Contract Corruption Task Force in Afghanistan. In 2013, Mr. Vorndran was named to lead the Washington Field Office’s Joint Terrorism Task Force. He was promoted to assistant special agent in charge of the cyber and counterintelligence programs at the Baltimore Field Office in 2016. The next year, he was promoted to chief of the Strategic Operations Section of the Counterterrorism Division at Headquarters. Before joining the Bureau, Mr. Vorndran was an engineer for The Procter & Gamble Co. and for Merck & Co. He earned a bachelor’s degree in civil engineering from Lafayette College in 1998 and a Master of Business Administration from the Ross School of Business at the University of Michigan in 2012.

Luis Rodriguez Bucio

Undersecretary for Public Safety, Mexico

Brigadier General Luis Rodríguez Bucio has served as the current Undersecretary of Public Safety for the Secretariat of Security and Civilian Protection since January 13, 2023. Previously, Undersecretary Bucio served as the first Commander of the National Guard since April 2019. Prior to this position, he was a part of the presidential general staff and led the Council of Delegates of the Inter-American Defense Board (IADB) in Washington, the first Mexican soldier to hold such a position. He also served as the Commander of the Cancun Military Garrison in Quintana Roo, as the Chief of Staff of the military zone in Aguascalientes and as a military attaché in Germany and Poland.

Craig Jones

Interpol Director of Cybercrime

Craig Jones leads the INTERPOL Global Cybercrime Programme. The objectives are to reduce the global impact of cybercrime and protect communities for a safer world. Under this mandate, he focuses on operational delivery, cyberthreat response and capabilities development in support of 195 INTERPOL member countries. With over 30 years of law enforcement experience, he is an expert in cyber/digital crime investigations and capabilities development. He has coordinated the law enforcement response to the National Cyber Security Programme (UK). He is recognized as a strategic leader, who identifies and assists in shaping policies that deliver outcomes and results against international and national cyber strategies.

Margaret Nardi

Deputy Assistant Secretary (Acting) of the Bureau of International Narcotics and Law Enforcement Affairs

Margaret Nardi is the acting Deputy Assistant Secretary of the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the Department of State, leading multilateral engagement and transnational programming to counter transnational corruption, organized crime, cyber crime and the supply and demand of synthetic opioids. Previously, she in several roles at the Department of State, including as the Charge d’Affaires of the U.S. Embassy in Bahrain, as well as the Director of the International Narcotics and Law Enforcement Office at the U.S. Consulate in Jerusalem.

Erica O’Neil (Facilitator)

Assistant Deputy Chief for Computer Crime

Erica O’Neil is the Assistant Deputy Chief for Computer Crime at CCIPS.  She has served in that role since 2016.  As Assistant Deputy Chief, she provides advice and support to Department of Justice attorneys and law enforcement on computer crime and electronic evidence issues, has trained prosecutors and law enforcement at the federal and international levels, and has participated as a subject matter expert on cybercrime and electronic evidence practice and policy in international fora. Prior to her time at CCIPS, Ms. O’Neil served as an Assistant United States Attorney in the Eastern District of Wisconsin for 16 years, including six as Deputy Criminal Division Chief.  During that time, she prosecuted and supervised the prosecution of all types of criminal cases, including computer intrusion, narcotics, firearm, violent crime, export control, and national security matters.

Amy Hogan-Burney

General Manager and Associate General Counsel for Cybersecurity Policy and Protection at Microsoft

Amy Hogan-Burney is the General Manager and Associate General Counsel for Cybersecurity Policy & Protection (CPP). CPP includes Microsoft’s Digital Security Unit, Cybersecurity Policy and Digital Diplomacy teams, and the Digital Crimes Unit and is a global team of attorneys, security strategists, investigators, engineers, and analysts. Prior to leading CPP, Ms. Hogan-Burney led the Digital Crimes Unit and the Privacy Compliance team during the implementation of the EU’s General Data Protection Regulation. She started her career at Microsoft managing the Law Enforcement and National Security team ensuring Microsoft’s compliance with law enforcement and national security legal obligations. Before entering the private sector Ms. Hogan-Burney was an attorney at the U.S. Department of Justice, Federal Bureau of Investigation. She received her Bachelor of Biomedical Engineering from the Catholic University School of Engineering and her Juris Doctor from the Columbus School of Law at the Catholic University.

Kerry-Ann Barrett (Facilitator)

Cybersecurity Program Manager

Kerry-Ann Barrett is the Cybersecurity Program Manager within the Inter-American Committee Against Terrorism of the Organization of American States (OAS/CICTE). In her capacity she leads the OAS/CICTE’s cybersecurity capacity building efforts to member states through the design, planning and execution of cybersecurity initiatives. Additionally, she has spoken at various regional and international cyberspace fora with a focus on cyber related issues in Latin America and the Caribbean and promoted strategic partnerships between the OAS and key private sector and international actors. Kerry-Ann is also an attorney-at-law and possess extensive public sector experience.

Sofia Hunter

Cybersecurity Program Officer

Sofia Hunter is a program officer at the Organization of American States, where she is responsible for designing and coordinating projects aimed at strengthening cybersecurity capabilities for OAS member states. Prior to joining OAS, she held various roles in the public and private sectors in Argentina.

Mr. Roberto Villegas

Mr. Villegas is a Chilean diplomat who graduated from the Diplomatic Academy of Chile. He currently serves as Alternate Representative of Chile to the Organization of American (OAS) States and as Chile's delegate to the Committee on Hemispheric Security of OAS. Roberto has a degree in Public Administration from the University of Santiago de Chile and more than 10 years of experience in international affairs at the Ministry of Foreign Affairs of Chile and the Internal Revenue Service.

Diego Subero is a cybersecurity program officer at the Organization of American States. Since joining OAS in 2013, Diego has helped guide and found the hemispheric network of National CSIRTs and Computer Crime Corps of the America, known as CSIRTAmericas. Previously, Diego was an Information Security Coordinator for VenCERT.

Liina Areng

Director of the EU Latin American and Caribbean Cyber Competence Centre

Liina Areng is the Director of the EU CyberNet Project, which includes the Latin America and Caribbean Cyber Competence Centre (LAC4), which focuses on coordination and strengthening the European Union’s external capacity building in cybersecurity. Previously, she served as a diplomat in NATO, Cybersecurity Adviser at the Estonian Ministry of Defence, Director of International Relations at the NATO Cooperative Cyber Defence Centre of Excellence and Head of International Relations at RIA. Liina was also awarded with the Order of the White Star by the Estonian President in February 2023.

Jennifer Bachus

Principal Deputy Assistant Secretary for the Bureau of Cyberspace and Digital Policy

Jennifer Bachus is the Principal Deputy Assistant Secretary for the Bureau of Cyberspace and Digital Policy. Previously she served as Chargé d’Affaires, a.i. and Deputy Chief of Mission at the U.S. Embassy in Prague, Czech Republic.  Prior to that, she served as Office Director for Central Europe at the U.S. Department of State; Special Assistant in the Office of the Under Secretary for Economic Growth, Energy, and the Environment; Deputy Chief of Mission at the U.S. Embassy in Pristina, Kosovo; Political-Economic Counselor in Astana, Kazakhstan; and head of the American Presence Post in Toulouse, France. She has an M.A. from the College of Europe in Bruges, Belgium, and a B.A. from Brown University, and speaks Czech, Vietnamese, French, and Russian.

Deputy Assistant Director for Stakeholder Engagement

Mr. Trent Frazier is the Deputy Assistant Director of the Stakeholder Engagement Division (SED) in the Cybersecurity and Infrastructure Security Agency (CISA). As the Deputy Assistant Director for Stakeholder Engagement, Mr. Frazier leads, in coordination with the Assistant Director, CISA’s strategy to build, promote and sustain strategic partnerships across industry, public sectors and institutions, and the international community. He also oversees partner coordination and information sharing to support the security and resilience of critical infrastructure against hazards to include terrorism, natural disasters and cyber-attacks. He has a Juris Doctorate from Washington University School of Law and a Bachelor of Arts from the University of Missouri at Columbia. He began his federal career as a Presidential Management Fellow, and has since been a fellow in the Harvard Senior Executive Fellows Program.

Vianna Maino

Minister of Telecommunications, Ecuador

Vianna Maino has served as Minister of Telecommunications since May 20, 2022. Prior to her appointment, Maino served as a lawyer specializing in public-private partnerships and financial structuring. Additional previous positions include a consultant for the Inter-American Development Bank, the World Bank, and Ecuador’s Corporation for Export and Investment Promotion. Maino served as a legal advisor for several prominent Ecuadorian government concessions, including those for the ports of Puerto Bolivar, Manta, and Guayaquil; the Guayaquil Free Trade Zone, the National Post Office; the Quito and Guayaquil Airports; and the Ecuadorian Electric Corporation. Maino earned a law degree from the Catholic University in Guayaquil and a Master of Business Administration from Saint Mary University in Chile. She was born in Guayaquil and speaks fluent English.

Kevin Stine

Chief Cybersecurity Advisor and Chief of the Applied Cybersecurity Division, NIST

Kevin Stine is the Chief of the Applied Cybersecurity Division in the National Institute of Standards and Technology’s Information Technology Laboratory (ITL). He is also NIST's Chief Cybersecurity Advisor and Associate Director for Cybersecurity in NIST's ITL. In these roles, he leads NIST collaborations with industry, academia, and government to improve cybersecurity and privacy risk management through the effective application of standards, best practices, and technologies. The Applied Cybersecurity Division develops cybersecurity and privacy guidelines, tools, and reference architectures in diverse areas such as public safety communications; health information technology; smart grid, cyber physical, and industrial control systems; and programs focused on outreach to small businesses and federal agencies.

Anne Neuberger

Deputy National Security Advisor

Anne Neuberger is the Deputy Assistant to the President and Deputy National Security Advisor for Cyber and Emerging Technology on the National Security Council. Previously, she served as the National Security Agency’s (NSA) Director of Cybersecurity, where she led NSA’s cybersecurity mission, including emerging technology areas like quantum-resistant cryptography. Prior to this role, Anne led NSA’s election security effort and served as Assistant Deputy Director of NSA’s Operations Directorate, overseeing foreign intelligence and cybersecurity operations. She also served as NSA’s first Chief Risk Officer, Director of NSA’s Commercial Solutions Center, Director of the Enduring Security Framework cybersecurity public private partnership, and the Department of the Navy’s Deputy Chief Management Officer. In 2017, she was awarded a Presidential Rank Award for her service at the NSA. Before her government service, Anne was Senior Vice President of Operations at American Stock Transfer and Trust Company, where she directed technology and operations.

Ivan Marques

OAS Secretary for Multidimensional Security

Ivan Marques is the Secretary for Multidimensional Security at the Organization of American States. Ivan has a long and accomplished career in multilateral international bodies, as he has previously served as a technical advisor for the United Nations Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean (UNLIREC), and Executive Director of the Sou da Paz Institute. Ivan has also served as Chief of Staff in the Office of the Deputy Minister in the Strategic Affairs Secretariat of the Federative Republic of Brazil Presidency. Ivan holds an undergraduate degree from the Pontifical Catholic University of São Paulo, and Master’s degrees from Campinas State University and the London School of Economics and Political Science.

Iranga Kahangama

Assistant Secretary for Cyber, Infrastructure, Risk and Resilience, DHS

Iranga Kahangama is the Assistant Secretary for Cyber, Infrastructure, Risk, and Resilience at the Department of Homeland Security. Previously, he served at the White House in the National Security Council as Director for Cyber Incident Response. In that role, he oversaw the Federal Government’s response to a wide range of malicious cyber activity, including the Russia attributed SolarWinds incident, China’s exploitation of Microsoft Exchange servers, and ransomware attacks on Colonial Pipeline, JBS Foods, and Kaseya Software. Prior to the NSC, he served as a senior policy advisor at the FBI, working on an array of cyber, internet, and technology policy issues. He earned a Master of Public Policy from the Harvard Kennedy School of Government.
