Statement by Secretary Johnson on the Confirmation of DHS Nominees

“As I have consistently said, filling vacancies at DHS is essential to the continued success of this Department, and today I thank the Senate for confirming President Obama’s nominees to two key leadership positions at the Department of Homeland Security— Francis X. Taylor to be Under Secretary for Intelligence and Analysis and Dr. Reggie Brothers to be Under Secretary for Science and Technology.

The Senate has shown a strong commitment to DHS leadership by confirming seven senior positions across the Department since December. This is important progress, and a priority we must continue to be focused on.  Good management starts with strong leadership, and I am pleased to welcome the newest members of our leadership team, who will join an impressive group of individuals working every day to keep our country safe.”

Today the Senate confirmed the following individuals to key DHS posts:

Under Secretary for Intelligence and Analysis
Francis X. Taylor is President & CEO at FXTaylor Associates, a position he has held since November 2013.  Previously, from 2005 to 2013, he served as Chief Security Officer at the General Electric Company.  From 2002 to 2005, he served as Assistant Secretary of State for Diplomatic Security and Director of the Office of Foreign Missions.  He served as Coordinator for Counterterrorism with the rank of Ambassador at Large for the Department of State from 2001 to 2002 and he was Commander for the Air Force Office of Special Investigations from 1996 to 2001.  From 1995 to 1996, he was Director of Special Investigations in the Office of the Secretary of the Air Force Inspector General.  From 1970 to 2001, he served numerous command and staff positions in the Air Force, rising to the rank of Brigadier General in September 1996.  He received a B.A. and an M.A. from the University of Notre Dame.

Under Secretary for Science and Technology:
Dr. Reggie Brothers is the Deputy Assistant Secretary of Defense for Research, a position he has held since 2011.  From 2009 to 2011, Dr. Brothers was a BAE Systems Director for Mission Applications and Technical Fellow.  From 2007 to 2011, he was a BAE Systems Director for Advanced Programs and Technology.  From 2003 to 2007, Dr. Brothers was a Program Manager for the Defense Advanced Research Projects Agency.  From 2001 to 2003, he was a Group Leader for the Charles Draper Laboratory, and from 1999 to 2001 he was Chief Architect for Envoy Networks.  Dr. Brothers was Assistant Group Leader and Member of the Technical Staff at MIT Lincoln Laboratory from 1988 to 1999.  Prior to 1988, Dr. Brothers was a Program Manager, Microwave Design Engineer, and Analog-Digital Design Engineer for Texas Instruments.  Dr. Brothers received a B.S. from Tufts University, an M.S. from Southern Methodist University, and a Ph.D. from the Massachusetts Institute of Technology.
