I am very pleased that, including my own in December, there have been eight Senate-confirmed presidential appointments to senior-level positions within the Department of Homeland Security. I am now very pleased that President Obama has announced his intent to nominate Chip Fulghum to be our next Chief Financial Officer. Chip is a highly experienced and qualified nominee, who has served as Budget Director and Acting Chief Financial Officer for the Department of Homeland Security. Under his leadership, Chip will continue to act as a steward of taxpayer dollars, cutting waste while ensuring that the Department runs efficiently and effectively. I look forward to working with Chip in this important role, and thank him for his continued dedication each and every day to fulfill our critical and noble mission.
I also urge the Senate to act quickly to confirm the nomination of Joseph Nimmich as Deputy Administrator at the Federal Emergency Management Agency. As the current Associate Administrator for the Office of Response and Recovery, Joe has worked to ensure that FEMA effectively leverages its full resources to help communities prepare for, respond to and recover from major disasters. I have been pleased the Senate has swiftly filled important vacancies across the Department and hope they will continue their commitment to maintaining strong leadership at DHS.
Chief Financial Officer
Chip Fulghum is the Budget Director in the Office of the Chief Financial Officer at the Department of Homeland Security, a position he has held since 2012. In addition, he served as Acting Chief Financial Officer from 2013 to 2014. Mr. Fulghum served for 28 years in the U.S. Air Force from 1984 to 2012, and retired with the rank of Colonel. From 2010 to 2012, he was Director of Air Force Budget Programs, and from 2008 to 2010 he was Chief Financial Officer for Air Education and Training Command at Randolph Air Force Base. Previously, he served as Chief of the Air Force Budget Integration Division at the Pentagon from 2006 to 2008, Chief of Budget Operations and Budget at Randolph Air Force Base from 2001 to 2005, and Chief Financial Officer for Anderson Air Force Base from 1999 to 2001. Mr. Fulghum received a B.A. from The Citadel, an M.B.A. from Golden Gate University, and a Masters in Aerospace Studies from The Air University.
Deputy Administrator, Federal Emergency Management Agency
Joseph L. Nimmich serves as the Associate Administrator for the Office of Response and Recovery (ORR). As the Associate Administrator for Response and Recovery, Mr. Nimmich is responsible for directing FEMA’s Response, Recovery, and Logistics Directorates, as well as the Office of Federal Disaster Coordination (OFDC). Additionally, he has ultimate responsibility for coordinating and synchronizing all of FEMA's Headquarter operational response activities during major disasters and/or emergency activations. He joined FEMA from the private sector and, most recently, the Raytheon Company where he directed maritime surveillance and security operations as well as their emergency response capabilities. Prior to Raytheon, he served more than 33 years in the United States Coast Guard, retiring as a Rear Admiral. His Coast Guard assignments included numerous commands, including First Coast Guard District where he was responsible for all Coast Guard operations across eight states in the northeast and 2,000 miles of coastline from the U.S.-Canadian border to northern New Jersey. A 1977 graduate of the U.S. Coast Guard Academy, he also holds a master’s degree in business administration from the Stern School of Business, and a master’s degree in strategic studies from the U.S. Army War College in Carlisle, Pennsylvania.
