Rachel Canty strategically oversees budgetary, human capital and asset management functions, supporting the efficient execution of HSI resources.

Ms. Canty has spent 30 years in the federal government in a variety of roles concentrating on support to law enforcement both on land and at sea. She is a Senior Executive Service member who is focused on providing comprehensive support to the men and women of HSI.

Prior to this assignment, Ms. Canty served as the Deputy Assistant Director (DAD), Student and Exchange Visitor Program (SEVP), aligned within HSI’s National Security Division. In this role, Ms. Canty led over 300 employees, which included analysts, mission support personnel and contract staff. Prior to becoming the DAD at SEVP, Ms. Canty served as the Division Chief for External Operations directly overseeing certification and compliance of schools enrolling international students, as well as the Field Representative Unit, the SEVP Response Center and the development of all policies and regulations related to SEVP.

Other positions held within the Department of Homeland Security include serving as the Office of General Counsel representative to the DHS Office of Operations, Coordination and Planning, the Chief Operating Officer for the Secure Border Initiative and Acting Assistant Director of the U.S. Immigration and Customs Enforcement Office of Policy.

Ms. Canty began her government service in the U.S. Coast Guard where she served as an attorney in a variety of offices. She provided advice on regulations and environmental issues and operational advice on maritime immigration, counter-narcotics and fisheries enforcement. Ms. Canty served as a special assistant in the previously named Detention and Removal Operations within U.S. Immigration and Customs Enforcement, helping to steer the office through the aftermath of the Sept. 11 attacks and transition from the former Immigration and Naturalization Service to U.S. Immigration and Customs Enforcement.

Ms. Canty is a graduate of Emory University and received her Juris Doctorate at the University of Florida.
