Cyber and Operational Technology
Robert Hammer manages information technology programs and initiatives directly supporting HSI’s law enforcement mission and develops major advancements in technology used to combat crime.
In this role, Mr. Hammer leads a combined workforce of over 600 employees and manages an annual budget of nearly $275 million. He oversees the DHS Cyber Crimes Center, which applies advanced technical resources and expertise to conduct transnational investigations into internet-related crimes. He also directs the HSI Innovation Lab, the agency’s central hub for developing next-generation analytics, tools and business processes to enhance HSI operations. Additionally, Mr. Hammer oversees Technical Operations, which equips the agency with cutting-edge electronic surveillance technologies and supports criminal investigations and national security efforts. This division also manages the Title-III and Linguistics Programs and provides critical data analysis and reporting to support HSI’s mission.
In his previous role, Mr. Hammer served as the Special Agent in Charge for HSI Seattle where he was responsible for all HSI investigations across the entire Pacific Northwest including Washington, Idaho, Oregon and Alaska. Prior to that, he was the Deputy Special Agent in Charge for HSI Atlanta and the Assistant Special Agent in Charge in Nashville. At HSI Headquarters, Mr. Hammer previously served as the Chief of Staff of DHS Joint Task Force Investigations as well as the Operations Chief for Domestic Operations.
Mr. Hammer also has held several key positions in support of DHS Headquarters including the Senior Advisor to the Undersecretary of Intelligence and Analysis and a Branch Chief in Operations and Coordination. Mr. Hammer holds a Bachelor of Business Administration degree in Computer Information Systems from Georgia State University in Atlanta, Georgia.
