Ricardo Mayoral leads the largest international investigative arm of DHS, overseeing HSI's global presence of more than 500 personnel stationed throughout the world, safeguarding the nation's borders by coordinating and conducting international investigations and law enforcement operations in partnership with foreign counterparts.

Prior to this assignment, Mr. Mayoral served as the Acting Assistant Director for Countering Transnational Organized Crime. In this capacity, he spearheaded critical investigative support services essential to the HSI mission, with the establishment of the Cross-Border Financial Crime Center and the expansion of National Violent Gang Task Forces and Border Enforcement Security Task Forces.

Mr. Mayoral previously served as the Deputy Assistant Director for HSI International Operations Programs Division overseeing several key international initiatives, including the Visa Security Program, the Biometric Identification Transnational Migration Alert program, the Transnational Criminal Investigative Unit program, and the Cultural Property, Art and Antiquities portfolio. He also oversaw the Personnel Recovery Unit, Firearms and Sensitive Agent Protective Equipment Program, International Visitor’s Program, International Agreements and Arrangements, and International Operations’ intelligence and criminal analysis functions.

Mr. Mayoral has held several other leadership positions within HSI, to include the Acting Assistant Director for Global Trade, the Deputy Assistant Director for HSI’s Investigative Services Division, and the Special Agent in Charge for HSI San Juan.

He holds a bachelor’s degree in labor relations from the University of Puerto Rico and is a member of the Senior Executive Service.
