John F. Tobon spearheads HSI’s global strategy to combat transnational organized crime, including financial crime, money laundering, drug trafficking, human smuggling, gun smuggling, and gang violence.

A member of the Senior Executive Service, Mr. Tobon is renowned for his expertise in money laundering and financial crime, often contributing analyses to national and international media.

Mr. Tobon has also advised the Department of Treasury's Financial Crimes Enforcement Network (FinCEN), in efforts to implement the Anti-Money Laundering Act of 2020 and the Corporate Transparency Act.

During his more than 25-years in federal law enforcement, he has led numerous high-profile money laundering investigations and developed strategies targeting transnational criminal organizations, serving as a case agent, undercover operative, and supervisor. He has influenced international anti-money laundering policy as part of U.S. delegations to multi-national bodies, to include the Financial Action Task Force (FATF) and regularly shares his expertise at conferences and training sessions worldwide.

Mr. Tobon has completed tours of duty in multiple domestic and international locations, most recently serving as the Special Agent in Charge for HSI Honolulu, where he oversaw HSI’s criminal investigations in an area of responsibility encompassing the five island counties of the State of Hawaii, Pacific U.S. territories, and three Freely Associated States.

Mr. Tobon is an Adjunct Professor at Florida International University's School of International and Public Affairs, where he teaches on Global Financial Crime. He holds a Master of Arts degree in Criminal Justice from the City University of New York (CUNY), John Jay College of Criminal Justice. He is also a Certified Professional Coach and a native Spanish speaker.
