PROVIDENCE, R.I. — Homeland Security Investigations (HSI) special agents and officers from the Rhode Island State Police (RISP) Internet Crimes Against Crimes Against Children (ICAC) Task Force arrested a North Providence man Sept. 23 following an investigation for the alleged production and distribution of child sexual exploitation material.
Larry W. Albino, 50, was ordered detained following his initial appearance in U.S. District Court Sept. 23 on federal charges for production of child pornography.
According to charging documents, on Sept. 16, an HSI task force officer assigned to the RISP ICAC Task Force received information from the National Center for Missing & Exploited Children that an IP address, later determined by the task force officer to belong to Albino’s residence, was used to upload 10 files depicting the abuse of a prepubescent child. Further investigation revealed that that the location where the videos were recorded matched images of rooms recently displayed in an online property rental listing where Albino resides.
As related in court documents and information presented to the court, on Sept. 17, members of the ICAC Task Force executed a court-authorized search of Albino’s residence and, it is alleged, immediately recognized that some of the furnishings of rooms inside Albino’s residence matched those depicted in the videos of child sexual abuse, and that sandals worn by the defendant at the time officers arrived matched those allegedly worn by the abuser in some of the videos.
A federal criminal complaint is merely an accusation. A defendant is presumed innocent unless and until proven guilty.
The matter was investigated by the HSI New England Providence Resident Agent in Charge office and the Rhode Island State Police ICAC Task Force.
