New Jersey Man Admits Receipt of Child Sexual Abuse Material Following HSI Newark Investigation

CAMDEN, N.J. — An investigation conducted by Homeland Security Investigations (HSI) Newark led to a New Jersey man admitting to receiving child sexual abuse material over an online network.

Charles Borrelli, 62, of Burlington, pleaded guilty to an indictment charging him with receipt of child pornography Sept. 25 at the U.S. District Court for the District of New Jersey in Trenton.

“HSI Newark is at the forefront of the fight against child sexual exploitation and abuse across the globe,” said HSI Newark acting Special Agent in Charge Spiros Karabinas. “Together with our partners, we are determined to seek justice for the innocent lives harmed in the type of heinous online imagery Charles Borrelli admitted having in his possession.”

HSI Newark thanked the New Jersey State Police, the Burlington County Prosecutor’s Office and the Mount Laurel Police Department for their support in the investigation.

According to the investigation, on Jan. 3, 2022, Borrelli used an internet network to download sexually explicit images of children. Borrelli also distributed images and videos of child sexual abuse on a peer-to-peer file sharing network on that date. Borrelli possessed over 600 images and videos of child sexual abuse, which were found on a vast collection of personal electronic devices when members of law enforcement executed a search warrant at his residence in February 2022. Some of the images were of infants.

The charge of receipt of child pornography carries a mandatory minimum penalty of five years in prison, a maximum potential penalty of 20 years in prison, and a $250,000 fine. However, because Borrelli has a prior conviction for possessing child sexual abuse material, he will face an enhanced penalty on the receipt charge of a mandatory minimum term of 15 years and a maximum of 40 years of imprisonment.
