OCALA, Fla. — A middle school employee has been charged with two counts of distribution and one count of possession of child sexual abuse material following a Homeland Security Investigations (HSI) Orlando investigation.
Mitchell Regan, 36, Leesburg, faces a maximum penalty of 20 years in federal prison on each count, including a five-year minimum sentence on both distribution offenses. Regan is detained in federal custody pending the resolution of this case.
According to the superseding indictment and court records, HSI Orlando special agents executed a search warrant at Regan’s residence Oct. 17, 2024. During a search of Regan’s cellphone, an HSI computer forensic analyst located an image of child sexual abuse material in his photo gallery. Regan advised law enforcement that he was employed at a middle school and the Boys and Girls Club, and he teaches chess club and music lessons. A subsequent review of Regan’s social media applications by law enforcement revealed Regan had distributed two videos of child sexual abuse material June 24, 2024.
A superseding indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.
This case was investigated by HSI Orlando and the Orange County Sheriff’s Office. It will be prosecuted by Assistant U.S. Attorney Sarah Janette Swartzberg.
