CINCINNATI – David John Frahm, 63, of Trenton, Ohio, was sentenced in federal court to 25 years in prison for sexually exploiting children following a Homeland Security Investigations (HSI)-led investigation.
Frahm committed a hands-on offense against an infant victim and a five-year-old victim and then shared photographs of the sexual abuse via an encrypted instant message application. Frahm used the app to gain access to chat rooms where people discussed child sexual abuse and shared photos and videos depicting child sexual abuse material. In March and April 2023, Frahm shared three images of the abuse he committed.
“Of all the crimes HSI investigates, child sex abuse is among the most horrendous. We will endeavor to always protect children by identifying and arresting the perpetrators of these monstrous acts,” said HSI Detroit Special Agent in Charge Angie M. Salazar. “This significant sentence should serve as a warning to others who would seek to harm the innocent. Our agents and partners are dedicated to putting predators behind bars and seeking justice for Ohioans in these cases.”
HSI Special Agents arrested Frahm in April 2023. He pleaded guilty in May 2024 to two counts of sexual exploitation of children. As part of his sentence, the Court ordered Frahm to a lifetime of supervised release.
HSI Detroit Special Agent in Charge Angie M. Salazar; Kenneth L. Parker, United States Attorney for the Southern District of Ohio; and the Lebanon Police Department announced the sentence imposed on Nov. 15 by Senior U.S. District Judge Michael R. Barrett.
This case was investigated by special agents with the HSI Cincinnati office with assistance from the Lebanon Police Department and was prosecuted by Assistant United States Attorney Kyle J. Healey.
Report suspected child exploitation to the HSI Tip Line at 1-877-4-HSI-TIP or through the CyberTipline on the National Center for Missing & Exploited Children's website.
