DHS received a grade of “A+,” the highest grade possible on the Small Business Administration’s Fiscal Year (FY) 2023 Small Business Procurement Scorecard and was the largest federal agency to exceed all ten of the Scorecard’s small business prime and subcontracting goals.

The DHS Small Business Outreach Program consists of several areas including Vendor Outreach Sessions (VOS), Vendor Outreach Matchmaking Events (VOME), and internal and external events focused on small business participation.
Vendor Outreach Matchmaking Events (VOME) support business to business (B2B) meetings to explore subcontracting and teaming opportunities, and to assist with gaps in small business capabilities.
The Small Business Administration (SBA) is responsible for ensuring small business government-wide goals are established each fiscal year at or above the statutory levels, and that the reporting agencies’ achievements meet the agency established goals. The OSDBU of each federal government agency negotiates with the SBA to establish mandatory small business goals for their respective agency.
