Leadership Tabletop Exercise for Institutions of Higher Education (LTTX)

Leadership Tabletop Exercise for Institutions of Higher Education (LTTX) are half-day events hosted for campus leadership designed to highlight their role in managing institutional risk during emergency incidents. These executive events bring together campus leadership, local, state, and federal officials, and industry subject matter experts to simulate emergencies through tailored case studies on a range of threats.

Thank you for your interest in the DHS Campus Resilience Program (CR Program) Tabletop Exercise Series. The series is currently on hold until 2020 while we actively support the implementation of the Federal Commission on School Safety Report recommendations. The CR Program anticipates releasing host institution solicitations for 2020 exercises in late fall of 2019, please check back at that time for further details.

2018 LTTX Colorado: Cybersecurity

The U.S. Department of Homeland Security (DHS), in coordination with the Colorado Department of Higher Education (CDHE) and the Western Interstate Commission for Higher Education (WICHE), conducted a Leadership Tabletop Exercise for Institutions of Higher Education (LTTX) on November 30, 2018, in Denver, Colorado.

The event brought together the presidents and senior level staff of 34 colleges and universities from across the state of Colorado. More than 100 individuals representing the emergency management, cybersecurity, and operational leadership of each institution attended. Participants also included representatives from federal, state, and local departments and agencies that support campus resilience. The event focused on cybersecurity threats to higher education.

This half-day event explored and tested campus resilience and emergency preparedness efforts on the topic of cybersecurity threats, including a data breach and cyber-caused infrastructure failure.

2018 LTTX North Dakota: Cybersecurity Data Breach

The U.S. Department of Homeland Security (DHS), in coordination with North Dakota University System (NDUS) and Western Interstate Commission for Higher Education (WICHE), convened a pilot Leadership Tabletop Exercise for Institutions of Higher Education (LTTX) on Feb. 7, 2018, in Bismarck, North Dakota.

The event brought together the presidents and senior level staff of 11 colleges and universities from across the state of North Dakota as well as five tribal colleges from the state. More than 75 individuals representing the emergency management, cybersecurity, tribal colleges and operational leadership of each institution in the System attended. Participants also included representatives from federal, state, and local departments and agencies that support campus resilience. The event focused on cybersecurity threats to higher education.

The half-day event explored and tested campus resilience and emergency preparedness efforts through an unclassified threat briefing, a series of case studies with immersive discussion questions on leadership’s role during an incident, and an in-depth discussion of options for leadership to consider in building campus resilience.
