Principal Deputy Assistant Secretary for Communications
Luis Miranda is Principal Deputy Assistant Secretary for Communications at the U.S. Department of Homeland Security (DHS), where he leads press engagement and serves as a spokesperson. Previously he served as Assistant Commissioner, Public Affairs, at U.S. Customs and Border Protection (CBP) where he directed the agency's external engagement with the news media and internal communications efforts, as well as overseeing CBP's social media presence, visual communications, and employee communications programs and initiatives. He also served as the Deputy Senior Coordinating Official for External Affairs for the Southwest Border Coordination Center, established by DHS to develop an integrated and scalable plan to activate and mobilize resources for any contingency along the Southwest border.
Prior to joining the Administration, Mr. Miranda served as Director of Communications and Politics at Alloy, a nonprofit data firm that supported voter registration and civic engagement efforts throughout the country.
Mr. Miranda has worked on five Presidential Campaigns, and served as Communications Director for the Democratic National Committee during the 2016 election cycle, and as Deputy Communications Director from 2005 to 2009.
He also served in the White House Office of Communications under President Obama from 2009 to 2013, where he was responsible for a portfolio that included immigration and border security, served as a spokesperson, and supported the National Security Council on media engagement throughout the hemisphere, including at Summits of the Americas and North American Leaders’ Summits.
From 2013 to 2015 and 2017 to 2020, Mr. Miranda worked as a Strategic Communications Consultant, addressing a wide range of issues from data privacy to climate change. Throughout his career he has prepared and staffed elected officials, CEOs, and non-profit leaders for high-stakes media engagement, and is a respected messaging and media trainer. Mr. Miranda is also a recognized political analyst and has provided commentary on major news events to a wide range of national and international media.
Mr. Miranda began his career working for then-U.S. House Minority Leader Dick Gephardt and then-Congressman Patrick Kennedy at the Democratic Congressional Campaign Committee. He later served as a spokesman for then-Senator John Kerry during his presidential campaign.
In 2018 Luis was selected as a Political Partner by the Truman National Security Project, a nationwide organization committed to shaping and advocating national security solutions. In 2014 he was a Goldman Sachs Senior Fellow for the Smithsonian’s National Museum of American History and served as a Strategic Advisor to the X-Lab, an innovative think tank driving bold policy recommendations on the intersection of technology and public policy.
