Robert Borka serves as the Executive Director of the Department of Homeland Security (DHS) Office of Program Accountability and Risk Management (PARM). He drives efficiency, innovation, and agile IT approaches to accelerate speed to delivery in support of the DHS mission. Mr. Borka leads efforts to streamline acquisition processes and integrate modern technology, ensuring the rapid delivery of mission-critical capabilities. His portfolio spans major programs that secure borders, enhance cybersecurity, protect national leaders, and modernize enterprise management systems, all with a focus on delivering results faster and more effectively. Mr. Borka joined DHS in June 2022 as the Deputy Executive Director of the Office of Program Accountability and Risk Management (PARM) and served as the Component Acquisition Executive for the Under Secretary, Management.

Prior to joining PARM, Mr. Borka served as the Director for Naval Acquisition in the Office of the Assistant Secretary of the Navy for Research, Development & Acquisition (OASN RD&A), where he provided strategic direction and governance for more than 180 Navy and Marine Corps acquisition programs. He served as the Navy’s primary acquisition liaison to the Under Secretary of Defense for Acquisition and Sustainment and led efforts to modernize acquisition data systems. As the Program Manager for the Navy’s RDAIS IT program, he transformed acquisition data into actionable insights to enhance portfolio management and decision-making.

Mr. Borka began his engineering career with Anteon Corporation, supporting the Navy’s Program Executive Office Ships in integrating the Joint Strike Fighter, MV-22 Osprey, and MH-60R/S Sea Hawk aircraft onto various ship classes. He later joined the Naval Sea Systems Command as a Fleet Support Engineer, focusing on the integration of emerging technologies onto Navy ships. Over his career, he has worked in Naval Shipyards, served as a Business Financial Manager and Requirements Officer at the Pentagon, and supported the Anti-Terrorism Afloat Program Office.

Mr. Borka played a key role in the modernization of all LHA 1, LHD 1, and LPD 4 Class ships homeported in San Diego and Japan. Additionally, he established and led the LCC 19 Class Extended Service Life Program, enabling these unique ships to serve for an unprecedented 70 years. In 2014, he was selected as a NAVSEA Commander’s Executive Fellow, serving in senior leadership roles across the Pentagon. From March 2016 to June 2017, he served as the Assistant Program Manager for the CVN 74 Nuclear Refueling and Complex Overhaul (RCOH), overseeing the planning and execution of the $5 billion modernization of one of the world’s largest warships.

Mr. Borka holds a Bachelor of Science in Aerospace Engineering from NC State and a Master’s in Administration from Central Michigan University. He has also earned a Distinguished Certificate in Management from the Darden School of Business at the University of Virginia. Beyond his professional career, he is a devoted husband to Sara and a proud father of three daughters. An active leader and volunteer in the Virginia 4-H Shooting Sports Program, he also enjoys gardening and raising chickens.
