Training Opportunities

Participate in both in-person and virtual training opportunities with experts on how to prevent violence, respond to emergencies, provide support during mental health crises, and support victims of attacks. These trainings also help communities develop active shooter response, build their emergency operations plans, and conduct expert briefings to help communities identify individuals who may be moving towards violence. Training opportunities are available for the general public, educators, law enforcement, health care practitioners, behavioral and mental health professionals, and state, local, tribal, and territorial governments.

    Department of Homeland Security Community Awareness Briefing

    The Community Awareness Briefing (CAB) is a two-hour presentation that provides a foundation for communities across the country to learn about prevention efforts and radicalization to violence. The program provides communities with information and tools that are available to assist them with understanding the issues and learning more about how they can prevent targeted violence and terrorism within their communities.

    Federal Emergency Management Agency National Preparedness Online Courses

    The Federal Emergency Management Agency’s (FEMA) National Preparedness online course catalog provides searchable, integrated information on courses provided or managed by FEMA’s Center for Domestic Preparedness (CDP), Emergency Management Institute (EMI), and National Training and Education Division (NTED). CDP provides advanced, all-hazards training to emergency responders annually from state, local, tribal, and territorial governments, as well as the Federal government, foreign governments, and private entities, as available. NTED provides the first responder community with over 150 courses to help build critical skills that responders need to function effectively in targeted violence or terrorism events.

    Department of Justice Office of Community Policing Services Training Portal

    The online training resource for the Office of Community Oriented Policing Services (COPS Office), the Portal hosts eLearning courses in a variety of topics including: "An Introduction to SRO Programs", "Introduction to Behavioral Intervention Teams", and "Introduction to Incident Command System for School Personnel”. These trainings are designed to augment training offered at the local level, and provide law enforcement, training academies, and individual officers with additional information on targeted violence and terrorism prevention, and other public safety topics.

    Department of Homeland Security National Threat Evaluation and Reporting Office Master Trainer Program

    The National Threat Evaluation and Reporting (NTER) Office equips homeland security partners with tools and resources to identify, report, and mitigate threats of terrorism and targeted violence to keep the Homeland safe. NTER’s expands the aperture on threat identification and reporting by integrating a behavioral approach to violence prevention.  NTER’s Master Trainer Program is a train-the-trainer initiative that certifies Master Trainers from a broad range of sectors, including law enforcement, intelligence, school safety, insider threat and workplace violence prevention, to empower their local communities and organizations to mitigate threats and prevent acts of targeted violence.

    The Department of Homeland Security (DHS) and the Department of Justice (DOJ), along with our partners at all levels of government, will continue to help Institutions of Higher Education, campus law enforcement, and campus public safety officials prepare for and respond to a range of public safety challenges, recognizing that DHS respects privacy, civil rights and civil liberties and will not interfere with activity protected by the First Amendment.   • The Department of Homeland Security Foundations of Targeted Violence Prevention

    The Department of Homeland Security (DHS) Office of Intelligence and Analysis, National Threat Evaluation and Reporting (NTER) Office has partnered with the Wisconsin Department of Justice (DOJ) and the Wisconsin Department of Public Instruction (DPI) to release an eLearning module for the public titled, “Foundations of Targeted Violence Prevention". This approximately 1 hour eLearning aims to educate the public on threatening or potentially concerning behaviors and where to report them, providing an opportunity for intervention to prevent targeted violence from occurring. It seeks to assist in preventing targeted violence by empowering community members to: recognize threats or potentially concerning behaviors; understand what behaviors may be displayed by a person who is on a pathway to violence; learn where to report information of concern; and understand how the information reported will be used to keep our community safe.

    Cybersecurity and Infrastructure Security Agency’s (CISA) Counter-Improvised Explosive Device (IED) Training and Awareness resources offers a variety of multimedia awareness tools to assist the general public and the public and private sectors to prevent, protect against, respond to, and mitigate bombing incidents—including reference cards, posters, checklists, guides, videos, briefings, and applications—as well as nationally accredited training available through multiple platforms, including direct delivery in-person in a traditional classroom setting, in-residence at the Federal Emergency Management Agency’s (FEMA) Center for Domestic Preparedness (CDP), online through a virtual instructor-led training (VILT) platform, and through independent study training (IST).

  • U.S. Secret Service Threat Assessment Training

    The U.S. Secret Service’s (USSS) National Threat Assessment Center (NTAC) conducts training on threat assessments and the prevention of targeted violence. Law enforcement and public safety stakeholders are encouraged to leverage training and the free resources on the NTAC website. These resources examine attacks against government facilities and personnel, law enforcement, K-12 schools, colleges/universities, workplaces, and mass attacks in public spaces.
