On Wednesday, November 13th Secretary of Homeland Security Alejandro N. Mayorkas was joined by the Canada’s Minister of Public Services and Procurement, Jean-Yves Duclos and the Finland’s Minister of Economic Affairs, Wille Rydman for the signing of a trilateral Memorandum of Understanding (MOU) to formalize the Icebreaker Collaboration Effort (ICE) Pact, a landmark initiative that advances Arctic and polar icebreaker development by combining our collective knowledge, resources, and expertise.
This MOU builds off the Biden-Harris Administration’s announcement in July 2024, establishing the trilateral partnership between the three countries known as the Icebreaker Collaboration Effort Pact or “ICE Pact.”
The DHS Supply Chain Resilience Center (SCRC) serves as the United States’ National ICE Pact Coordinator. SCRC’s expertise in industrial and Arctic policy provides it with a solid base to execute ICE Pact implementation on behalf of the Department and the U.S. Government.
