DHS Small Business Goals and Achievements
The Small Business Administration (SBA) is responsible for ensuring small business government-wide goals are established each fiscal year at or above the statutory levels, and that the reporting agencies’ achievements meet the agency established goals. The OSDBU of each federal government agency negotiates with the SBA to establish mandatory small business goals for their respective agency.

Homeland Security Acquisition Regulation
HSAR provides DHS guidance according to the policy cited in FAR 48 Code of Federal Regulations 1.301 to establish uniform policies and procedures for all acquisition activities within DHS. The regulation is issued by the Chief Procurement Officer who is the DHS Senior Procurement Executive and is codified at 48 CFR Chapter 30.
