The Center for Prevention Programs and Partnerships (CP3) strengthens our country's targeted violence and terrorism prevention abilities through funding, training, increased public awareness, and partnerships across every level of government, the private sector, and in local communities.
Invent2Prevent (I2P) is an experiential learning program for high school and college students to design and implement creative solutions to prevent targeted violence, hate, or terrorism in their communities. With guidance from a teacher or adult mentor, I2P empowers students to contribute to prevention through a practical, hands-on educational experience with real-world impact.

A subset of the Center for Prevention Programs and Partnerships (CP3) Fiscal Year 2021 Targeted Violence and Terrorism Prevention (TVTP) Grant Programs were selected for evaluation by Research Triangle Institute International. The summary report and individual evaluations of TVTP grantee project results and implementation are provided.
Center for Prevention Programs and Partnerships (CP3) Targeted Violence and Terrorism Prevention (TVTP) Grant Program recipients are required to provide close-out reports at the end of their respective grant periods. The Center for Prevention Programs and Partnerships (CP3) Targeted Violence and Terrorism Prevention (TVTP) Grant Program provides funding for state, local, tribal, and territorial governments, nonprofits, and institutions of higher education with funds to establish or enhance capabilities to prevent targeted violence and terrorism. Through federal grant funding and technical assistance, the Department of Homeland Security (DHS) Center for Prevention Programs and Partnerships (CP3) has supported the development of dozens of behavioral threat assessment and management teams (BTAMTs) in communities across the United States. Based on this work and engagement with experts, researchers, and practitioners, this Prevention Resource outlines how behavioral threat assessment and case management models may benefit by adopting a public health-informed approach to targeted violence and terrorism prevention (TVTP). It also summarizes emerging practices in case management techniques to build practitioner capacity at all levels of violence prevention. A case study describes how these recommendations can be put into practice.
This report provides an overview of current research and programming efforts to integrate targeted violence and terrorism prevention (TVTP) information and practice into three-digit call lines, such as 211 and 311 assistance and information telephone numbers, as well as 911 and 988 emergency and crisis support lines.
