The Preventing Emerging Threats Act of 2018 grants the Department of Homeland Security statutory authority to counter credible threats from unmanned aircraft systems (UAS) to the safety or security of a covered facility or asset. This authority is paramount to the Department’s mission to protect and secure the Homeland from evolving threats. The Department is in the process of coordinating with Components and stakeholders regarding the need for additional counter-UAS (CUAS) authorities.
Emergencies can happen anywhere, which is why public safety personnel are trained for search and rescue operations in a variety of environments. Some of the environments are difficult, and conditions can endanger responders and those they aim to rescue. For this reason, one of the U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Smart City IoT Innovation (SCITI - pronounced ‘CITY’) Labs initiative’s focus areas is autonomous platforms (AxPs) for search and rescue operations. The other two focuses include investigating building sensor suites and an on-body communications hub.
S&T has partnered with USCG to augment the USCG's ability to protect infrastructure and improve maritime safety and navigation in the Arctic region. TITANIC -- a project that seizes on the advancement and cost-effectiveness of satellite technology, as well as the evolution of machine learning -- seeks to combine the versatility of commercial Synthetic Aperture Radar (SAR) imagery with the efficiency of computers. At the project's completion, TITANIC will enable the IIP to provide the maritime community and the general public with more reliable and timely maritime safety information on iceberg and sea ice conditions. TITANIC will also help reduce or eliminate the need for costly aerial ice surveillance missions, lowering monitoring costs, and freeing resources to be reallocated elsewhere.

DHS S&T seeks to address the growing problem of human trafficking through social science-based research.
To support agencies that are looking to launch and maximize the benefits of a social media program into their communications, the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) developed a Social Media Business Case (Guide). The Guide provides step-by-step guidance on developing a social media program to comprehensively plan for and integrate social media emergency management (SMEM) operations.
After completing the Guide, agencies will have social media processes and plans they can immediately implement to improve operations. Best practices from emergency officials and SMEM subject matter experts (SMEs) captured during development are included throughout the Guide.
The News Extraction from Public Data Feeds for First Responders project seeks to develop a data-sifting social media ingestion system to help responders gain improved situational awareness without requiring large amounts of human attention.
The purpose of HSOAC is to help the Department address analytic, operational, and policy challenges in its mission areas and across the homeland security environment. HSAOC provides high-quality objective research and analysis and actionable recommendations as well as candid advice. These services are delivered through full studies, rapid-response work, and embedded analysts.
