Fact Sheet: Update on DHS Planning for Southwest Border Security Measures as the Title 42 Public Health Order Ends

DHS has been preparing for the end of the Title 42 public health Order for well over a year. In April 2022,  U.S. Secretary of Homeland Security Alejandro N. Mayorkas issued the DHS Plan for Southwest Border Security and Preparedness, laying out a six-pillar plan to manage an increase in encounters once the Title 42 public health Order is no longer in effect. DHS updated the plan this past December and presents the most recent preparedness efforts below.

DHS lleva a cabo docenas de vuelos de deportación cada semana

Durante la primera mitad del año fiscal 2023, el Departmento de Seguridad Interna (DHS) efectuó 225,483 deportaciones y retornos, un aumento sobre la cifra de 170,896 durante el mismo periodo del año anterior. Esa cifra incluye casi 66,000 deportaciones, 48,381 que se llevaron a cabo por el Servicio de Inmigración y Aduanas (ICE por sus siglas en inglés) de Estados Unidos. Esas cifras se suman al 453,322 que fueron expulsados por el servicio de Aduanas y Protección Fronteriza (CBP por sus siglas en inglés) de Estados Unidos por la frontera suroeste bajo la orden de salud pública del Título 42.

During the first half of Fiscal Year (FY) 2023, the U.S. Department of Homeland Security (DHS) increased removals and returns to 225,483, up from 170,896 over the same period in Fiscal Year (FY) 2022. That number includes nearly 66,000 removals, 48,381 of which were conducted through U.S. Immigration and Customs Enforcement (ICE) removal flights. Those numbers are in addition to U.S. Customs and Border Protection (CBP) total southwest land border Title 42 expulsions, which reached 453,322 in that same timeframe.

Summary of CRCL Recommendation Memo and ICE's Response: Use of Facial Recognition Databases

In February 2020, CRCL opened a complaint based on a Washington Post article that reported that ICE had conducted facial-recognition searches on millions of driver’s license photos in a Maryland database without receiving approval from either the state or a court.

Recommendation Memo to ICE Concerning Seneca County Jail

CRCL conducted an investigation into conditions of detention for ICE noncitizens at the Seneca County Jail (Seneca) in Tiffin, Ohio. CRCL conducted an onsite investigation at Seneca on July 11-13, 2022 (the July 2022 onsite) with subject matter experts (SME) in medical care and mental health care participating in-person, and an environmental health and safety SME participating virtually. Due to unforeseen circumstances, CRCL’s conditions of detention expert was not able to participate in the July 2022 onsite. As a result, CRCL conducted a second virtual onsite at Seneca with its conditions of detention SME on September 28-29, 2022 (the September 2022 onsite).
