This memorandum notifies ICE of complaints, describes allegations, and informs ICE that CRCL retained the complaints and other allegations for investigation.
The purpose of this memorandum is to inform ICE about the results of an investigation conducted by CRCL into the allegation that ICE discriminated against a complainant in violation of Section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. § 794(a) (Section 504).
CRCL received complaints alleging that ICE violated individuals’ civil rights and civil liberties at the Caroline Detention Facility in Bowling Green, Virginia. This memorandum details CRCL's investigation into conditions of detention for U.S. Immigration and Customs Enforcement (ICE) detainees at the Adelanto Processing Center in Adelanto, CA. CRCL’s virtual onsite investigation occurred July 12-16, 2021, and was in response to complaints regarding conditions of detention, medical and mental health care, suicide prevention and intervention, sexual abuse and assault prevention, and environmental health and safety issues.
