Recommendations Memo Concerning Otero County Processing Center
CRCL conducted an investigation into conditions of detention for ICE detainees at the Otero County Processing Center in Chaparral, New Mexico. Between March 2011 and November 2011, CRCL received several complaints relating to a wide range of issues in regard to conditions of detention at the facility. In response to these complaints, CRCL conducted a site review at the facility from March 13-15, 2012. As part of the review, CRCL used four independent subject-matter experts: a medical consultant, a mental health consultant, an environmental health and safety consultant, and a penologist.

Performance-Based National Detention Standards 2011
In keeping with its commitment to reform the immigration detention system, U.S. Immigration and Customs Enforcement (ICE) has revised its detention standards. These new standards, known as Performance-Based National Detention Standards 2011 (PBNDS 2011), represent an important step in detention reform.
EEO Diversity Management
The Equal Employment Opportunity (EEO) Diversity Management Section (DMS) provides leadership, guidance, and technical assistance to DHS Components on the Department's EEO and diversity initiatives, consistent with federal laws, regulations, executive orders, and management directives.

The Department of Homeland Security is committed to identifying, addressing, and advancing environmental justice in DHS programs, policies, and activities. The environmental justice program within DHS is led by the Office of the Chief Readiness Support Officer’s Sustainability and Environmental Programs and supported by the Office for Civil Rights and Civil Liberties.
DHS Removes Designated Countries from NSEERS Registration (May 2011)
DHS announced the removal of the list of countries whose nationals have been subject to registration under the National Security Entry-Exit Registration System (NSEERS)—effectively ending the NSEERS registration process through the publication of a notice in the Federal Register.
