The purpose of this document is to clearly convey the procedures, requirements, and guidance used by the Department of Homeland Security Science & Technology (DHS S&T) P25 Compliance Assessment Program (P25 CAP) for approving and recognizing an Inter-subsystem interface/Console sub-system interface (ISSI/CSSI) Conformance Test Tool (ICCTT) for the conduct of the P25 Compliance assessment.
This document replaces the previous ISSI/CSSI Interoperability Test Requirements CAB (October 2019) to add a new Appendix B. This CAB lists interoperability test cases for the P25 Console Subsystem Interface (CSSI) and the P25 Inter-RF Subsystem Interface (ISSI).
DHS S&T’s partnership with DOI addresses critical need to conduct ISSI and CSSI conformance testing.

P25 CAP provides the public with an opportunity to review and comment on Compliance Assessment Bulletins and reporting templates before they are finalized and published. These tables outline comments that were submitted to DHS S&T, along with a response to each comment.
DHS is opening a public comment period to review the P25 Compliance Assessment Bulletin (CAB) addressing Testing Rules. DHS S&T has issued multiple P25 CAP Common Air Interface (CAI) Testing Requirements CABs that address communication equipment’s performance, conformance and interoperability.
