Marc Rosenblum

Dr. Marc Rosenblum is Executive Director of the Office of Homeland Security Statistics. He joined the Department of Homeland Security (DHS) in 2016 as Director of the Office of Immigration Statistics and has 11 years of federal service. Dr Rosenblum has also been the DHS Statistical Official since 2019. Prior to joining DHS, he spent eight years as a Professor of Political Science at the University of New Orleans, six years at the Migration Policy Institute as Deputy Director of the U.S. Immigration Policy Program, and three years as a Specialist in Immigration Policy at the Congressional Research Service. In 2006-2007, he served as a fellow on the Senate Judiciary Committee. In 2011-2013, he served as a member of the National Research Council’s Committee on Estimating Costs to the Department of Justice of Increased Border Security Enforcement by DHS. Lastly, in 2015, he served as a member of the ICE Advisory Committee on Family Residential Centers. Dr. Rosenblum earned his B.A. at Columbia University and his Ph.D. in Political Science at the University of California, San Diego.

Stephen Luke

Dr. Stephen Luke is the Director of Homeland Security Preparedness and Response and the acting Deputy Executive Director for OHSS. He has served at DHS since 2015, most recently as the Director for Data Integration within DHS’s Countering Weapons of Mass Destruction (CWMD), overseeing the implementation of advanced analytics, artificial intelligence, and machine learning capabilities, and supporting CWMD’s intelligence and biosurveillance operations. In previous experience, Dr. Luke served as a Senior Scientist for DOE/NNSA’s Office of Emergency Response, where he led an emergency response team in Japan and served as an advisor to the Nuclear Incident Team during the Fukushima nuclear disaster, and he received the Secretary of Energy’s Achievement Award in 2011 in recognition of his contributions. Dr. Luke received his Ph.D. in Physics from the University of Notre Dame in 2008 and has been an invited speaker and guest lecturer at multiple high-profile events on the topics of artificial intelligence, machine learning, and advanced data analysis. Dr. Luke also holds professional certifications as a Certified Health Physicist and as a Project Management Professional.

Jim Scheye

Jim Scheye is Chief of Staff and Director of Reporting and Operations for OHSS. He has been a federal employee for 13 years including the past five years as a division director with the Office of Immigration Statistics and three years in DHS Operations Coordination focused on interagency planning for mass migration and border operations. Prior to joining DHS, Mr. Scheye served nearly 26 years in the U.S. Coast Guard as a cutterman, aviator, and director of the national and regional command centers — focused on missions including Search and Rescue and Law Enforcement. Mr. Scheye earned his MA in Public Administration from American University and a B.S. in Government/Political Science from the U.S. Coast Guard Academy.

 

Hongwei Zhang

Hongwei Zhang is the Director of Data Processing and Record Matching Division. She leads all efforts to improve data ingest processes for OHSS, and record matching to generate a single authoritative dataset that can be used for enterprise-wide immigration reporting and analysis at DHS. She joined DHS in 2015 and worked for the Office of Immigration Statistics (OIS) for eight years. Prior to joining DHS, Ms. Zhang worked in the private industry under a contract with the Substance Abuse and Mental Health Services Administration. She managed a staff responsible for the data ingest, data reporting, data analysis, and data disclosure avoidance on the substance abuse and mental health data. Ms. Zhang earned her M.A. in Sociology at the University of Maryland at College Park. She also received an M.A. in Comparative Literature at Peking University and B.A. in English at Hunan Normal University in China.

Nadwa Mossaad

Dr. Nadwa Mossaad is the Director of the Migration Analysis Center. She joined DHS in 2016 as a statistician with the Office of Immigration Statistics and has eight years of federal service. During her years of service, Dr. Mossaad spent two years with the Fraud Detection and National Security Directorate unit at the U.S. Citizenship and Immigration Services. Prior to joining DHS, she spent one year at the Congressional Budget Office working on government means-tested transfer programs research and four years as a research analyst at the Population Reference Bureau. There, she worked with the Annie E. Casey Foundation's KIDS COUNT networks on research initiatives focused on persistent poverty and child and family wellbeing. Dr. Mossaad earned a BA and an MA in Economics and a Ph.D. in Economic Public Policy from the University of Maryland, Baltimore.

Alissar Rahi

Alissar Rahi is the Director of the OHSS Data Governance Division. She leads DHS enterprise data governance initiatives in partnership with component Statistical Officials and Chief Data Officers. Ms. Rahi joined DHS at its inception in 2002 and has over 27 years of federal service. Prior to joining OHSS, Ms. Rahi served as a Senior Counselor to the Assistant Secretary of the DHS Office for Partnership and Engagement. In this role, she led the effort to establish the first DHS Strategic Engagement Coordination Council to facilitate DHS-wide coordination on external engagement aligned to the Secretary’s priorities. Ms. Rahi also served in several leadership roles within U.S. Citizenship and Immigration Services, including Resource Management Chief at the Identity and Information Management Division and Chief of the Systematic Alien Verification for Entitlements Program within the Verification Division. Her career spans multiple DHS Components, including Immigration and Customs Enforcement Student and Exchange Visitor Program and Customs and Border Protection Inspections. Ms. Rahi earned a M.A. in Public Administration from American University in Washington, D.C. and a B.A. in International Relations and French from Canisius College in Buffalo, New York. She completed the DHS Senior Executive Service (SES) Candidate Development Program and received certification in September 2023.
