This Civil Rights/Civil Liberties Impact Assessment, conducted by the Office for Civil Rights and Civil Liberties (CRCL) of the Department of Homeland Security (DHS), focuses on the Department's policies guiding the border search of electronic devices, how those searches occur, and related civil rights and civil liberties issues.
DHS Directive 259-01, and its accompanying Instruction 259-01-001, establishes the Department's policy for providing reasonable accommodations for employees and applicants with disabilities. DHS Instruction Manual 259-01-001-01 establishes procedures for processing requests for reasonable accommodations for DHS Headquarters (HQ) employees and applicants with disabilities.
The Office for Civil Rights and Civil Liberties (CRCL) monthly newsletter is designed to inform members of the public about the Office’s activities; including how to make complaints, ongoing and upcoming projects, opportunities to offer comments and feedback, etc.
The Department of Homeland Security (DHS or Department) will use this Instagram page for external relations (communications/outreach/public dialogue), to make photos and images widely available to the general public, and promote transparency and accountability. DHS Office of Public Affairs (OPA) serves as the executive agent for the DHS Instagram page and controls who at the Department has access to make changes to the page.

CRCL received a report written by the American Civil Liberties Union (ACLU) of Georgia regarding immigration detention conditions at Georgia facilities, including Stewart Detention Center. The report raised concerns about conditions of detention at Stewart related to correctional operations, medical care, and mental health care. CRCL opened complaints based on the information in the report, and also based upon separate complaints received raising similar concerns.
