The Department of Homeland Security is now in compliance with OSC’s 2302(c) Certification Program. The Department’s certification date was September 2016. Certifications are valid for three (3) years from certification date. This statutory obligation is reported annually to Congress, and tracked by U.S. Office of Special Counsel, an independent federal investigative and prosecutorial agency.

In accordance with OMB’s October 26, 2011 Guidance on Implementation of Retrospective Review Plans and Executive Order 13610, DHS prepared an update, which reports on DHS’s retrospective review efforts as of January 2017. DHS prepared its last update in July 2016. The report outlines DHS’s efforts in implementing the DHS Final Plan for the Retrospective Review of Existing Regulations.
