National Programs
The National Threat Evaluation and Reporting (NTER) Program Office strategically engages homeland security partners to advance their threat identification and mitigation capabilities, protect public officials, safeguard critical infrastructure, and secure the Homeland primarily through two National Programs: the Nationwide Suspicious Activity Reporting Initiative and the Master Trainer Program.
NTER provides this content and resources for the purpose of assisting individual-level understanding of terrorism and targeted violence prevention.
The content and resources do not reflect, nor are they intended to convey, the entire body of knowledge relevant to terrorism and targeted violence prevention in every professional setting. Terrorism and targeted violence prevention is a nuanced and complex discipline, requiring a great deal of time, study, and practice to develop proficiency.
