The Accessibility & Language Services (A&LS) Division, within the Department of Homeland Security (DHS) Customer Experience Directorate (CXD), leads the Department’s efforts to ensure accessible and clear communication for all. Our work is guided by Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), which requires federal agencies to ensure their information and communication technology (ICT) is accessible to people with disabilities.
Our Mission
We provide strategic direction, governance, technical support, and training to ensure equal access to DHS information and technology. As mandated by Section 508, we ensure individuals with disabilities have access to and use of ICT comparable to that of individuals without disabilities. We guide and support all DHS Components in:
- Removing barriers to information access
- Implementing accessible technology solutions
- Supporting employment of qualified individuals with disabilities
- Ensuring clear, plain language communication
What We Do
We lead several critical functions across DHS:

- Training and Education: We provide accessibility training and resources to everyone.
- Technical Support: We offer limited guidance on navigating our resources, including the Section 508 test process and trainings.
- Plain Language Services: We promote clear communication practices that serve all audiences.

- Accessibility requires management support
- Strong policies and procedures drive effective accessibility and usability
- Standardized solutions create consistent access
- Accessibility and usability needs must be considered throughout product lifecycles
- Universal design benefits everyone
