DHS has formally adopted the Human Capital and Training Solutions (HCaTS) government-wide best-in-class contract vehicle into its strategic sourcing and category management portfolio. The HCaTS contract vehicle will enable DHS to obtain customizable and complex human capital management and training solutions across three key service areas: training and development, human capital strategy and organizational performance improvement. HCaTS will give DHS components access to contractors – both small and large businesses – with significant human capital and training expertise.
HCaTS was developed to support the requirements of the Office of Personnel Management’s human capital framework, which serves as the basis for the DHS acquisition workforce strategic human capital plan. This vehicle will support long-term planning and implementation of comprehensive and customizable human capital and training solutions at DHS, and help DHS achieve its spend under management and best-in-class targets as established by the President’s Management Council.
