Assessment and Review of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) Indicators

Body

The U.S. Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), National Threat Evaluation and Reporting (NTER) commissioned this joint effort by the University of Maryland's National Consortium for the Study of Terrorism and Responses to Terrorism (START) and the University of Nebraska-Omaha's National Counterterrorism Innovation, Technology, and Education (NCITE) Center to evaluate and validate the existing 16 Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI).

The effort entailed a comprehensive review of the NSI Indicators to ensure that the indicators remain current and account for acts of terrorism, ensure the NSI Indicators account for acts of targeted violence, and determine if the existing indicators are viable for nonideological targeted violence.
