DHS Environmental Impact Statement Adoption, Charleston Naval Complex, City of North Charleston, Charleston County, SC

DHS is proposing to adopt the 2018 FEIS titled Proposed Intermodal Container Transfer Facility, North Charleston, SC (EIS Number 20180148). The FEIS was prepared by the USACE to analyze the environmental impacts associated with the construction of an intermodal container transfer facility at the former CNC in North Charleston, South Carolina. DHS has completed a memorandum of adoption.  As DHS was not a cooperating agency to this FEIS, the document must be recirculated per Section 1506.3 of the Council on Environmental Quality regulations for a period of 30 days commencing on June 19, 2020 with the Federal Register notice by the U.S. Environmental Protection Agency.  DHS intends to issue a Record of Decision for the adoption following the conclusion of notice period.  DHS will utilize the FEIS documents to facilitate decisions affecting DHS or Component-managed property within the former CNC. 

Previously, pursuant to 40 CFR Part 1506.3, DHS Directive 023-01, Rev 01, and DHS Instruction 023-01-001-01, Rev 01 DHS adopted the 2006 Final Environmental Impact Statement (FEIS) titled Charleston Naval Complex (CNC) Proposed Construction of a Marine Container Terminal Cooper River in Charleston Harbor, City of North Charleston, Charleston County, SC (EIS Number 20060506). The FEIS was prepared by the U.S. Army Corps of Engineers to analyze the environmental impacts associated with the construction of a marine container terminal and support facilities at the former Charleston Naval Complex in North Charleston, South Carolina.  As DHS was not a cooperating agency to FEIS, the document was recirculated per Section 1506.3 of the Council on Environmental Quality regulations for a period of 30 days beginning June 29, 2018.  In accordance with DHS Instruction 023-01-001-01, Rev 01, DHS issued a Record of Decision for the adoption.
