On August 29, 2021, President Biden directed the Department of Homeland Security (DHS) to lead implementation of ongoing efforts across the federal government to support vulnerable Afghans, including those who worked alongside the United States in Afghanistan for the past two decades, as they safely resettle in the United States. These coordinated efforts are collectively known as Operation Allies Welcome (OAW). Leadership of the program is transitioning from the Department of State (State) to DHS. In order to support its OAW responsibilities, DHS will use the Hummingbird application as a tool for tracking, screening, processing, and resettling individuals coming from Afghanistan who prior to arrival are neither U.S. citizens nor lawful permanent residents. This Privacy Impact Assessment (PIA) is being conducted to analyze the privacy risks associated with the collection of personally identifiable information (PII) necessary for the success of OAW and to document the mitigation strategies implemented to ensure adequate protection of OAW participants’ privacy.
