CBP's Seized Assets and Case Tracking System (SEACATS) is the information system of record for the full lifecycle of all enforcement incidents related to CBP and U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) operations. The system tracks the physical inventory and records disposition of all seized assets, as well as the administrative and criminal cases associated with those seizures, and functions as the case management system capturing the relevant information and adjudication of the legal outcomes of all fines, penalties, and liquidated damages. The system also serves as the financial system of record for all collections related to these enforcement actions. This PIA is being conducted because SEACATS collects and maintains personally identifiable information (PII) about members of the public associated with CBP arrests and seizures during law enforcement operations.
