The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), is publishing this Privacy Impact Assessment (PIA) to provide a comprehensive analysis of the proposed Ammonium Nitrate Security Program. The proposed Ammonium Nitrate Security Program seeks to prevent the misappropriation or use of ammonium nitrate in an act of terrorism by regulating the sale and transfer of ammonium nitrate by ammonium nitrate facilities (AN Facilities). This PIA provides transparency into how the proposed Ammonium Nitrate Security Program will support the homeland security and infrastructure protection missions of DHS/CISA through the collection of personally identifiable information (PII), and describes reasonable mitigation solutions proposed to be implemented to address privacy and security risks. This PIA will be updated with any changes to the program concurrently with the rulemaking process. July 2011
