The U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T), Biometrics and Identity Technology Center (BI-TC) has created a new IT system, the Cloud-based Biometric Analytic Environment, to provide an analytical environment to support research, development, testing, and evaluation, as well as identify opportunities to enhance DHS operations by evaluating the performance of biometric collection, matching, and other tools that are currently in use or may be used by DHS. The Cloud-based Biometric Analytic Environment system will also support analytic efforts using DHS Components’ biometric; biographic; and demographic data to assess overall performance of DHS biometric collections, matching, and other tools (such as the effectiveness of image capture, data quality, or image matching) as well as modifications to DHS biometric processes to improve performance based upon accepted U.S. and international standards. This Privacy Impact Assessment evaluates the privacy risks and mitigations associated with this system including the use and maintenance of personally identifiable information (PII) collected by DHS Components and shared with S&T for research, development, testing, and evaluation in the Cloud-based Biometric Analytic Environment.
