FINAL EA FLETC Land Acquisition and Transfer, and Construction and Operation of New Driving Track and Solar Array at the Federal Law Enforcement Training Centers in Artesia, NM

The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) has prepared a Final Environmental Assessment and Finding of No Significant Impact to evaluate the potential impacts to the human and natural environment resulting from a proposed project to acquire and transfer land, and construct, operate, and maintain a new driving track and a solar photovoltaic (PV) array near the Federal Law Enforcement Training Centers (FLETC) facilities in Artesia, Eddy County, New Mexico. 

The purpose of the project is to construct, operate, and maintain a new, up-to-date emergency driving track. The proposed driving track would consolidate all driving tracks at the Western campus and ensure FLETC maintains its ability to provide required training. It would also allow the existing, outdated emergency driving track at the Main Campus to be repurposed for installation of the ground-mounted PV array. The proposed land swap would optimize land use at FLETC Artesia and allow FLETC to better fulfill its mission, as well as further DHS’s sustainability goals through the construction of the solar array. The Draft EA was made available for a 30-day public review and comment period which concluded on June 28, 2024. No substantive comments were received.
