The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) has prepared a Final Environmental Assessment (EA) and issued a Finding of No Significant Impact (FONSI) for the proposed demolition of four existing dormitory buildings and the construction of one new dormitory building at the El Paso Service Processing Center (SPC). The El Paso Service Processing Center (SPC) is located at 8915 Montana Avenue, El Paso, Texas. DHS has prepared this Final EA in compliance with the National Environmental Policy Act (NEPA) of 1969 (42 United States Code [U.S.C.] 4321 et seq.) and other relevant federal and state laws and regulations, as well as DHS Directive 023-01, Revision 01 and DHS Instruction Manual 023-01-001-01, Revision 01, Implementation of the National Environmental Policy Act. The Draft EA was made available for a 30-day public comment period and all comments received were taken into consideration for the preparation of this Final EA and FONSI.
