The National Threat Evaluation and Reporting (NTER) Program Office works directly with federal, state, local, tribal, territorial and private sector partners to protect the American people and build capacity to: recognize the warning signs of terrorism and mass violence, triage suspicious activity reporting (SAR), and address threatening or concerning behaviors before an individual escalates to violence.
The NTER Program Office's Bulletin is designed to keep DHS partners well-informed of research developments, trends, and resources on terrorism and targeted violence from a Behavioral Threat Assessment and Management perspective as well as highlight the important work of DHS partners.
