On July 18, 2023, CRCL issued ICE this memorandum providing recommendations in response to CRCL’s investigation into conditions of detention for noncitizens detained at the Orange County Jail in Goshen, New York. CRCL’s onsite investigation occurred in October 2022, in response to complaints regarding excessive use of force, staff-noncitizen communication, and retaliation.
