Retention and Implementation Review Memorandum: Moshannon Valley Processing Center

On 16 August 2024, CRCL issued to ICE this memorandum announcing its onsite investigation at the Moshannon Valley Processing Center (MVPC) in Philipsburg, Pennsylvania.  An investigation into allegations that ICE violated the civil rights and civil liberties of noncitizens detained by ICE at the MVPC.  CRCL’s onsite investigation includes a review of Moshannon’s operations more generally to address any systemic civil rights concerns.  Additionally, this memorandum details that CRCL will conduct an Implementation Review to assess ICE’s implementation of nine recommendations from CRCL’s prior targeted onsite at the MVPC in August 2022.  CRCL’s Multidisciplinary Onsites investigate a broad range of alleged civil rights and civil liberties violations within multiple disciplines, including conditions of detention, medical and mental health care, and environmental health and safety.
