CRCL conducted a periodic review of U.S. Customs and Border Protection's sexual abuse prevention and response program, including the DHS regulation under the Prison Rape Elimination Act of 2003 (PREA), the DHS Standards to Prevent, Detect, and Respond to Sexual Abuse in Confinement Facilities. A CRCL "periodic review" is a broadscale and thematic investigation into whether DHS and/or a DHS Component is implementing a well-established policy or program in accordance with civil rights and civil liberties requirement and as required by the existing legal, regulatory, and policy framework.
