CRCL received allegations and reviewed information alleging that U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) were using unreliable or unverified information to identify individuals as gang members, gang affiliates, and related accusations, and then using this information in immigration enforcement activities and immigration proceedings. Furthermore, specific complaints alleged there were no due process protections in place that would allow noncitizens to challenge or remedy these concerns. As part of this investigation, and consistent with its authority, CRCL examined the allegations as summarized in this memorandum.
