Retention Memo to ICE Concerning Onsite Investigation of El Paso Service Processing Center in El Paso, Texas

CRCL received allegations that U.S. Immigration and Customs Enforcement (ICE) violated the civil rights and civil liberties of noncitizens at the El Paso Service Processing Center in El Paso, Texas. Accordingly, CRCL conducted a multidisciplinary onsite investigation at the facility to investigate the complaints described below and review its operations more generally to address any systemic civil rights concerns.
