Retention Memo to ICE Concerning Strafford County Department of Corrections in Dover, New Hampshire

CRCL received allegations that U.S. Immigration and Customs Enforcement (ICE) violated the civil rights and civil liberties of noncitizens at the Strafford County Department of Corrections in Dover, New Hampshire. The purpose of this memorandum is to describe the allegations, inform that CRCL retained the referenced complaints and conducted a multidisciplinary onsite investigation, and explain how CRCL worked with ICE during its investigation. As part of this investigation, and consistent with its authority, CRCL examined the allegations and looked at the facility's operations more generally to address any systemic civil rights concerns.
