Department of Homeland Security Enterprise

Across the Homeland Security Enterprise, AI is used to advance critical missions, defend against new threats from AI, and support the DHS workforce. 

Below is an overview of each AI use case available for use across the DHS Enterprise, as part of the Simplified DHS AI Use Case Inventory. More details about these use cases are available in the Full DHS AI Use Case Inventory on the DHS AI Use Case Inventory publication library.

Use Case Name: Relativity One

Use Case ID: DHS-33

Use Case Summary: Relativity One is a document review platform used to gain efficiencies in document review for litigation, Freedom of Information Act (FOIA) requests, and other arenas where large-scale document review and production are necessary. It is currently in use across several different DHS Components and Offices. Review Center tailors the review process by predicting the categorization of documents based on the reviewer's inputs.

Face Recognition/Face Capture (FR/FC)? No

Use Case Name: Consular Consolidated Database (CCD) Facial Recognition (FR) On Demand Report (VISA Only) 

Use Case ID: DHS-365 

Use Case Summary: DHS components use the Facial Recognition (FR) on Demand report (Visa only) to combat fraud by benefit applicants whose fingerprints are not in IDENT but who may have photos in the Department of State's (DoS) Consular Consolidated Database (CCD) that predate the fingerprinting of visa applicants. 

Deployment Status: Deployed (Operation and Maintenance) 

Safety- and/or rights-impacting? Yes. Rights-impacting.  

Key Identified Risks & Mitigations: CCD is operated by the DoS Bureau of Consular Affairs. DHS works closely with DoS on risks and mitigations.

Face Recognition/Face Capture (FR/FC)?  Yes. In cases where we are leveraging the output of FR/FC from federal partners, we work closely with the Partner to ensure compliance with DHS policies on the use of FR/FC technologies.

Use Case Name: Commercial Generative AI for Text Generation (AI Chatbot) 

Use Case ID: DHS-368 

Use Case Summary: DHS employees are permitted to use commercially available generative AI for text generation in day-to-day work. Commonly referred to as AI chatbots, these tools can dynamically create written content through text prompts submitted by the user. They use Natural Language Processing (NLP) and Large Language Models (LLM) to produce natural sounding language in a wide variety of contexts and styles. Approved applications of commercial generative AI tools for DHS business include generating first drafts of documents that a human would subsequently review, conducting and synthesizing research on open-source information, and developing briefing materials or preparing for meetings and events.

Use Case Name: Commercial Generative AI for Image Generation 

Use Case ID: DHS-369 

Use Case Summary: DHS employees are permitted to use commercially available generative AI for image generation in day-to-day work. These tools can dynamically create graphical content through text prompts submitted by the user. They use Natural Language Processing (NLP), in conjunction with other machine learning techniques, such as Generative Adversarial Networks (GANs) and Diffusion Models, to produce images in a wide variety of contexts and styles.

Use Case Name: Commercial Generative AI for Code Generation 

Use Case ID: DHS-373 

Use Case Summary: DHS employees are permitted to use commercially available generative AI for code generation in day-to-day work. These tools can dynamically create usable code through plain-language prompts submitted by the user. They use Natural Language Processing (NLP) and Large Language Models (LLM) to produce code in many different programming languages and for a variety of tasks.
