The PACTS Ordering Guide contains information required to use the contract vehicles to obtain program management, administrative, clerical and technical services throughout DHS. It provides the procedures for ordering services under PACTS, and defines the roles and responsibilities of the major parties involved in the ordering process. The contracts are available to DHS Headquarters and its Components, and orders may be placed directly by DHS-warranted Contracting Officers. Components that use other federal agency resources to provide contracting services may delegate procurement authority to allow the use of the PACTS contracts on the Component’s behalf.
